中文摘要:根据国家能源发展战略,国内天然气用量在持续增加,尤其在煤改气政策的推动下,冬季天然气用量猛增。LNG接收站作为新型应急调峰工程大力开发建设。国内已投入运行的LNG接收站共17家,主要集中在京津冀、长江三角州、珠江三角洲。从地理位置上看LNG接收站均处在国内经济、政治中心,肩负着为上述地区供应天然气的政治使命。LNG接收站投产后能在短时间内大量供给天然气,为人口集中、经济发达地区解决天然气短缺问题。由于国内LNG接收站相对于日韩等发达国家起步晚,尽管在这十几年的发展中取得了良好的成绩,但在安全管理上也存在一些问题,如何对LNG接收站生产运行中的安全隐患进行管理和控制,保证接收站安全、平稳、受控运行是现阶段国内LNG接收站的重点工作。 本文基于安全管理相关理论,结合唐山LNG接收站安全生产存在的安全生产费使用不合理、HSE管理体系未实现动态管理、隐患排查治理不能有效开展、人员安全意识和设备管理思维落后、管理层安全管理承诺不充分等问题,首先使用HAZOP和LOPA安全管理工具对接收站各工艺系统划分的节点进行分析,从工艺操作、设备设施使用维护过程中可能出现的操作失误、维护保养不到位、安全隐患不能及时识别等着手,对现有的安全措施进行评价,提出改进建议并对建议产生的效果进行评估,制定改进措施,完善修订HSE体系文件。其次以完善后的HSE体系文件为指导加强人的不安全行为、物的不安全状态管理,并提出改进措施,避免轨迹交叉导致能量意外释放等引起的事故事件。最后将安全管理提升至管理层责任承诺,通过落实安全生产责任制、制定领导干部HSE责任区、严格执行HSE委员会例会等形式,践行有感领导,实现全体员工基于本质安全的PDCA动态管理,切实提高唐山LNG接收站安全管理能力。 基于上述研究工作,完成了对唐山LNG接收站生产安全管理的改进,提升了全体员工的安全意识和管理能力,实现了LNG接收站安全稳定生产,为实现“零事故、零污染、零伤害”的HSE目标奠定了坚实的基础。 
英文摘要:With the continuous increase of domestic natural gas consumption, especially in the coal-to-gas policy, the natural gas consumption in the winter has soared. According to the national natural gas development strategy, the LNG receiving terminalproject is vigorously developed and constructed as a new emergency peaking project.A total of 17 LNG receiving terminals have been put into operation in China, mainly in Beijing-Tianjin-Hebei, Yangtze River Sanjiao and Pearl River Delta. Geographically, the LNG receiving terminal projects are located in the domestic economic and political centers, shouldering the political mission of supplying natural gas to the above regions.After the LNG receivingterminal is put into production, it can supply a large amount of natural gas in a short period of time, solving the shortage of natural gas for a concentrated population and economically developed areas. Since the domestic LNG receiving terminal project started late compared with developed countries such as Japan and South Korea, although it has achieved good results in the development of these ten years, there are still some problems in safety management. How to run the LNG receiving terminal project in operation and management, and control of safety hazards to ensure the safe, stable and controlled operation of the receiving station is the key work of the domestic LNG receiving terminal at this stage. Based on the relevant concepts and contents of safety management, this thesis combines the unreasonable use of safety production costs in the safety production of Tangshan LNG receiving terminal project, the dynamic management of HSE management system is not realized, the hidden danger investigation and management can not be effectively carried out, the management of personnel and equipment is backward, and management Layer security management commitment is not sufficient,Firstly, HAZOP and LOPA security management tools are used to analyze the nodes of the process stations of the receiving terminal. From the process operation, the operation errors in the process of equipment and equipment maintenance, the maintenance is not in place, the security risks cannot be identified in time, etc. The existing safety measures are evaluated, recommendations for improvement are made, and the effects of the recommendations are evaluated, and improvement measures are developed to further improve the HSE system documentation. Secondly, it proposes improvement measures from the unsafe behavior of people and the unsafe state of objects, avoiding accidents caused by trajectory crossing, and finally raising safety management to management responsibility commitment, passing safety production responsibility system, leading cadres HSE responsibility area, The HSE committee regular meeting and other forms, practice the sense of leadership, achieve the intrinsic safety PDCA cycle dynamic management mode of all employees, and effectively improve the safety management capabilities of Tangshan LNG receiving terminal. Based on the above research work, the improvement of production safety management of Tangshan LNG receiving station was completed, the safety awareness and management ability of all employees have been improved, and the safe and stable production of LNG receiving stations has been realized, which has laid a solid foundation for achieving the HSE goal of “zero accident, zero pollution and zero injury”.
