中文摘要：	改革开放以来，随着我国经济快速发展，人民生活水平大大提升，发展观念也不断转变，文化的重要性不断凸显。党和国家为了满足人民日益增长的文化需要高度重视文化建设，采取了一系列重大举施，不断推进社会公共文化服务的建设与发展，目前已经取得了丰硕的成果。 宜兴地处江南沿海，常年居于全国百强县前十位，是研究经济较发达地区的基层公共文化建设的理想样本。通过对宜兴公共文化体系建设的研究，可以从中找到其特色和不足，进而总结经验，进行推广。同时，对宜兴公共文化体系建设的研究也能为不发达地区发展提供思路。 本研究通过对江苏省宜兴市六馆一街道一乡镇一社区一村共十个基层文化服务机构的调查发现，宜兴市公共文化服务体系建设具有管理日趋规范、市级公共文化服务设施不断完善、“农家书屋”建设形成宜兴特色、群众性文化活动遍地开花、文艺创作作品水准不断提高、文化产业发展成果喜人等特点；但在其建设过程中也存在农村基层文化服务中心高素质专业技术人才缺乏、基层公共数字文化建设不够完善、基层公共文化服务设施及服务方式陈旧、公共文化活动开展中基层居民参与性不高、宜兴市文化管理体制和运行机制尚不健全等问题。 同时，通过对宜兴市公共文化服务存在的问题的深入分析与研究，联系宜兴市公共文化服务体系建设战略目标，提出了了宜兴市公共文化服务体系建设优化及提升对策，包括建设基本思路、“五馆一中心”建设、下属各级文化服务中心以及建设提升等，为宜兴市和其他地区在开展本地公共文化服务体系建设和参与全社会公共文化服务体系建设时提供参考与借鉴。
英文摘要：	Since Chinese Economic Reform and open up,the economy and people's living standards have greatly improved, and and the importance of culture has become increasingly prominent.he CPC Central Committee and governments at all levels have attached great importance to cultural construction in order to meet the growing cultural needs of the people, and have adopted a series of major measures to continuously promote the construction and development of social public cultural services, Of course, the government’s efforts have now yielded fruitful results. Located in the coastal area of the south of the Yangtze River, Yixing is ranked among the top ten in the top 100 counties in China. It is an ideal sample for the study of grassroots public culture in economically developed areas. Through the study of the construction of the Yixing public cultural system, we can find its characteristics and deficiencies, and then sum up the experience and promote it. At the same time, the study of the construction of the Yixing public cultural system can also provide ideas for the development of underdeveloped areas. This study investigated tenpublic cultural service organizations in Yixing City, Jiangsu Province, and found that the construction of the public cultural service system in Yixing City has been standardized, the public cultural service infrastructure at the municipal level have been continuously improve, the construction of "rural library" has formed the characteristics of Yixing,the public cultural activities have blossomed, the level of literary and artistic creations has been continuously enhanced and the achievements of cultural industry development are gratifying. However, in the process of its construction, there are also lack of high-quality professional and technical talents in rural public cultural service centers. The grassroots public digital culture construction and infrastructure is incomplete and weak, the service methods are out of date, and the management system is still not work well. At the same time, through in-depth study of the problems existing in the public cultural services systems of Yixing City and making connections with the target of public cultural service system in Yixing city, this research also gave some suggestions for its deep development.
