中文摘要:随着中国改革开放的持续深入进行,中国经济将更深切的融入世界经济,中国政府制定了从制造业大国向制造业强国转变的战略,企业也将面临更多的竞争压力,如何在新的环境下更好的面对挑战,提高自己的管理水平,为企业带来更多的竞争优势,这些都是企业需要认真思考的问题。战略采购管理已经成为很多世界级企业经营管理体系中的重要部分,为企业的成功带来新的独特优势,企业想要提高采购管理水平,就需要打造一个良好的采购管理团队和采购管理系统。柴油发动机属于传统机械行业,已经有超过100年的发展历史,在我国也有着非常完备的产业制造基础,随着国际品牌陆续进入中国,给中国市场带来了更加丰富的产品选择,在与国内企业竞争的同时,也使得国际品牌更好地了解了中国市场。C公司要想更好的适应中国市场,利用好中国供应商的资源,为在中国和国际上取得更大成功,就需要进一步提升现有的采购管理系统,这对于提高C公司采购管理水平,更好的制定和执行采购战略,提升公司在全球市场上的综合竞争力有着重要的意义。 本文首先对C公司的采购组织演变,和现阶段的战略采购组织架构作了简要介绍,之后采用系统分析法对C公司战略采购管理活动中的采购策略制定和实施作了重点分析,并指出了这两个主要活动中存在的一些问题。在此基础上,提出了采购策略制定与供应商选择分类等主要活动的关系,并提出六个主要采购策略。强调了采购策略制定在战略采购管理系统中的重要性,重在培养采购人员整体思考问题的方法论,从总成本角度和满足所有利益相关方的需求角度出发,来制定采购策略,避免片面的、短期的或以单一价格指标为供应商管理的唯一标准。 最后,论文以实证法的方式验证了采购策略制定优化后给采购管理带来的长期利益,同时在采购策略实施,为企业带来额外的价值创造,使得企业的价值链更好地向供应商端延伸,给企业带来独特的竞争优势。论文中使用的战略采购理念与实践案例,具有一定的先进性和较强的操作性,对于其他制造型企业有着一定的借鉴意义。 
英文摘要:With China government deep dive in Reform and Opening-up Policy, China will integrate into global economic deeper and deeper, China government formulated a strategy to transform from a big manufacturing country to a strong manufacturing country, enterprises also will face more and more competition. How to better facing the challenges, improving the management level, bringing more competition advantages, are all critical issues that enterprises need to consider seriously. Strategic Purchasing Management has became one of the most important portion of the Management System in world class enterprises, has brought unique advantage to company success. In order to uplifting Purchasing Management level, enterprise need establish a talent purchasing team and integrated system. Diesel engine is from traditional mechanical industry, has more than 100 years history, also has relatively complete industrial system in China. With more and more international brand come into China, it bring more options to local market. With domestic company competition in local market, it also benefit to overseas brand to better understand domestic customer demand. In order to better adapting to China market, utilizing Chinese supplier resource, bringing more success in global market, Company C need further improving the current Purchasing Management System. In this thesis, writer introduce the Company C purchasing organization and changes in history, and the current Strategic Purchasing Team organization. Then use systematic analysis method to analyze Souring Strategy formulation process and Supply Management activities, also point out some areas could be improved. On this basis, further provide the major six Sourcing Strategies in practice. Emphasize the importance of the Sourcing Strategy formulation in the Strategic Purchasing Management System, also focusing on the overall thinking method to embed buyer’s daily work. The sourcing strategy is formulating from total cost ownership and all stakeholders concerns, not use the single piece price or any short term condition as the single judgement criteria for supplier management. In the end, the thesis use exemplification method to verify the long term benefit gained by taking the optimization of Sourcing Strategy formulation process and Supply Management activities. Also prove the value created to enterprise by taking above Sourcing Strategy execution and proper Supplier Management events. All these bring additional competition advantages to Company C. The Strategic Purchasing concept and practical cases used in this thesis have certain advanced and strong operability, and have certain reference significance for other manufacturing enterprises.
