中文摘要：	随着《中华人民共和国招标投标法》的深入实施，建筑市场已经形成政府依法监督，招投标活动当事人依据法定程序进行交易活动，各中介组织提供全方位服务的市场运行格局。我国的招标投标制度也日益完善，不仅有效保证了工程质量，较好地实现投资收益，同时在经营管理、风险防范等多个方面均发挥了重要的作用。现如今，A建设施工企业参与投标项目不断增多，公司整体规模也在与日俱增，显然投标管理已经成为企业管理的重要组成部分。但是A公司对投标制度的实施和管理还存在一些问题需要解决，因此完善企业的投标管理工作显得尤为重要。本文采用文献研究法、管理调研法及案例研究等方法，对A公司的投标组织结构、工作流程和投标管理技术等投标管理现状中存在的问题进行了分析，研究并总结问题出现的原因。进而针对A公司投标管理现状，对投标管理工作的优化提出方案，为公司设计了新的投标组织结构、投标工作流程和投标管理技术。为确保A公司投标管理优化工作顺利开展，从组织保障、制度保障、资源保障三方面展开研究，以对优化工作提供支持和保证。期望通过对A公司投标管理现状以及优化方案的研究，能够全面提升A公司的投标质量，提高投标项目的中标率，力争在激烈的市场竞争中获得长远发展。
英文摘要：	With the in-depth implementation of the bidding and tendering law of the People's Republic of China, the construction market has formed the government's supervision in accordance with the law. Parties involved in bidding and tendering activities conduct transactions in accordance with legal procedures, and various intermediary organizations provide all-round services in the market operation pattern. China's bidding and bidding system is also increasingly perfect, which not only effectively guarantees the quality of the project, achieve better return on investment, but also plays an important role in many aspects such as risk prevention and management. Nowadays, A construction enterprise are participating in more and more bidding projects, and the overall size of the company is the bidding management is obviously grow with each passing day, the most important part of project management in enterprise. However, there are still some problems to be solved in the implementation and management of the bidding system of Company A. Therefore, it is very important to improve the bidding management of enterprises. This thesis adopts the methods of literature research, investigation and case study to do the research. Through analyzing the problems existing in the present situation of bidding management, such as bidding organization structure, work flow and bid management technology of Company A, the thesis studies and summarizes the reasons for the problems. According to the present situation of bidding management of Company A, the thesis puts forward the optimization plan of bidding management, and designs a new bidding organization structure, bidding workflow and bid management technology for the company. In order to ensure the achievement of the bidding management optimization work of Company A, the thesis studied organization support, system support, resource support to provide support and guarantee for the optimization work. It is expected that through the research on the current situation of bidding management and optimization plan of Company A, the quality of bid of Company A can be comprehensively improved, the winning rate of bid projects can be improved, and long-term development can be achieved in fierce market competition.
