| 中文摘要： | 当前全国电力行业安全生产形势严峻，输电线路施工企业事故频发，党和国家把安全生产摆在前所未有的突出位置，国家依法治安力度空前，安全法治环境日趋严格。TJ送变电工程有限公司是电力工程建设领域的一家集输变电工程建设、土建施工、大型机械设备租赁等业务于一体的大型总包施工单位，传统施工理念根深蒂固，同时作为传统施工国有企业，在安全管理上存在很大的问题。 本论文通过对TJ送变电工程有限公司开展一系列实地调研活动，全面分析TJ送变电工程有限公司在安全管理上存在的诸多问题，特别是施工人员管理散乱，施工承载能力薄弱以及施工项目组织结构不能与输变电工程特点相适应等问题对该公司的安全管理构成了巨大威胁。在认真分析上述诸多问题的基础上，通过文献研究法和系统科学分析法，总结国内外先进的安全管理体系构建和实施方法，提出了针对TJ送变电工程有限公司施工特点的一套切实可行的安全管理体系。本论文提出的安全管理体系及保障实施方法的重点是要保证施工的人身、设备和电网安全，内容涵盖安全管理体系构建和构建实施的管理保障，涉及项目组织结构、队伍建设、风险管理、日常管控与考核，有效利用先进科技手段，提升安全管理能力和应急能力。在此基础上，通过加强组织、制度保障和凝聚安全文化，切实保证提出的安全管理体系能够在施工项目中落地实施，进而保证TJ送变电工程有限公司的安全管理水平得到稳步、有序提升 | |
