中文摘要：	档案信息资源作为重要的社会资源，在公众、团体及国家的多项管理活动中发挥着重要作用。在信息时代，它的开发受到世界大部分国家的重视。从目前我国档案信息资源开发实践来看，开发模式在秉承公共性、实施多元化及绩效评价等方面仍存在若干问题。而这三个方面正是公共治理所提倡的核心理念，并已经被广泛地应用到诸多管理领域。近年来，档案学领域也开始关注这些理念的研究与应用。因此，将公共治理的公共性、多元化及责任制绩效理念引入档案信息资源开发模式具有十分重要的现实意义。同时，可以更好地实现档案信息资源为更多领域和更多公众服务的基本职能，及为国家众多领域服务的更高级职能。 本文正是在这些前提与背景下，提出基于公共治理理念的档案信息资源开发模式及其评价指标体系，在实现信息资源价值、提升档案部门的档案信息资源开发层次及建设服务型政府等方面提供参考。同时，本研究可以扩展档案信息资源开发模式的研究领域，弥补公共治理理念在档案学领域研究的不足，并起到指导开发实践的作用。 本文选取具有代表性的天津市档案馆的档案信息资源开发现状作为案例，通过专家访谈、实地调查及资料收集的方法，定性地对天津市档案馆的档案信息资源开发模式做出尝试性评价，以期了解综合性档案馆在档案信息资源开发模式上对公共治理理念的认知与应用。通过评价得知，在档案信息资源开发实践中，开发情况较好的综合性档案馆已经在不自觉地应用公共性、多元化及责任制绩效理念，档案信息资源开发模式也正走向公共治理理念。同时，此项评价对基于公共治理理念的档案信息资源开发模式的应用及推广提供了有益参考。
英文摘要：	As important social information resources, Archive Information Resources play an important pole on many management actions of the public, society and the nation. The development of it is highlighted for attention of most countries in the world in Information Era. At the view of practices in Archive Information Resources Development of our nation, there are still more problems about inheriting publicness, diversification and performance assessment in the development-mode. These aspects are the central Eidos of Public Governance exactly and have been utilized for many management fields widely. The academic of Science of Archival have begun to pay attention to research and utility of these Eidos recently. So it is momentous current significant to lead Publicness, Diversification and Performance Assessment Eidos of Public Governance into Archive Information Resources Development-mode .At the same time it is better to realize basic functions of Archive Information Resources on serving more fields and more public, and more advanced functions on serving more fields of the nation. In these premises and context exactly, the paper constructs Archive Information Resource Development-mode based on Eidos of Public Governance, and then constructs Index System of Assessment of it to offer reference in respect to improving level of Archive Information Resources Development in Departments of Archive, realizing value of Archive Information Resources and constructing Service-oriented Government. At the same time, the paper may extend research fields in Archive Information Resources Development-mode, remedy deficiency of research on the Eidos of Public Governance in the field of Science of Archival and then direct development practices. Choosing states quo of typical Archive Information Resources Development of Tianjin Archives as the case study, by methods of interviews of experts, field investigation and collecting of material, tentative assessment about Archive Information Resources Development of Tianjin Archives is qualitatively made to be expected to know cognition and utility of Eidos of Public Governance in comprehensive Archives being subject of development of our nation. By assessment we can know the Archives having better development situation has been automatically utilizing the Eidos of Publicness, Diversification and Performance in practices of Archive Information Resources Development. And its development-mode is heading for Eidos of Public Governance too. At the same time, the assessment offers useful reference of utility and spread of the new mode.
