中文摘要:2015年3月15日,国务出台了指导电力改革的新政策,成为新一轮电力体制改革的起点。政策落地之后社会资本大量涌入电力市场,各地的售电公司都纷纷的建立了起来。关于售电服务国内并没有相关的经验可循,各售电公司也都在尝试探索经营模式。2018年国家发改委在会议中明确指出将会大力推进电力体制改革与建设。经过三年的发展,市场已经初具规模,带来机遇的同时也给民资售电公司带来很大的挑战。售电差价的趋稳、售电价格的透明均造成原始利润下滑。同时人工成本的增加也制约着企业发展,这是现状售电企业所面临的一大问题,如何平衡买和卖的关系。 滨能伟业尝试从售电预测、精益管理以及通信处理等角度进行分析,在公司推进精益管理体系的构建及落实,对现有的管理模式进行调整,减少闭环管理以及各环节的管理处理时间。具体的研究内容分为三方面,首先,明确精益管理的特点以及在电力行业中的应用方式,并收集汇总国内外的学者和售电经营、精益管理的研究信息。其次,对资本引入型售电公司的管理模式进行分析,以借鉴国外成功案例的方式,对国内的资本引入型售电公司进行研究。最后,结合试点中存在的经营管理性问题,利用精益管理的思想进行优化和完善,讨论有效落实精益管理策略的措施和手段。 利用精益管理,从根本上解决管理理念问题,并更新管理层的思想观念,对提高资本引入型售电公司的综合服务水平方面是有积极作用。期望通过精益管理有效的提高售电运行效率及效益,提高资本引入型售电公司售电的规范性及有效性。  
英文摘要:The "Opinions on Further Deepening the Reform of the Power System" was released on March 15, 2015, which means that the hard reform of electricity finally kicked off in 2015. After the policy was put in place, local power sales companies were established one after another, and a large influx of social capital. There is no relevant experience in the domestic sales of electricity services, and all sales companies are also in the exploration mode to operate. In 2018, the National Development and Reform Commission indicated that it will step up efforts to promote the reform of the power system. After three years of development, the opportunities brought about by the gradual expansion of the market have also brought greater challenges to private-selling companies. The stabilization of the electricity price difference and the transparency of the electricity sales price all caused the original profit to decline. At the same time, the increase of labor costs also restricts the development of enterprises. This is a big problem faced by the current sales companies, how to balance the relationship between buying and selling. Bineng Weiye tried to analyze from the perspectives of electricity sales forecasting, lean management and communication processing, and promoted the construction and implementation of the lean management system in the company, adjusted the existing management mode, and reduced the closed-loop management of each link time. The specific research conclude three aspects. First, the characteristics of lean management and the application methods in the power industry are clarified, and the research information of domestic and foreign scholars on power sales management and lean management is summarized as this time. Secondly, it analyzes the management mode of capital-introducing power sales companies, and conducts research on domestic capital-introducing power sales companies by referring to foreign successful cases. Finally, combined with the management problems existing in the pilot, use lean management to improve and discuss effective implementation measures to ensure lean management. The use of lean management to fundamentally solve management philosophy problems and update management's ideas and concepts has a positive effect on improving the comprehensive service level of capital-introducing power sales companies. It is expected to improve the efficiency and efficiency of power sales operation through lean management and improve the standardization and effectiveness of electricity sales by capital-introducing power sales companies.
