中文摘要：	产业的创新和升级已经成为我国经济发展的重点，党的十九大报告在经济 发展部分重点阐述了产业升级和创新两个方面的内容。 创新方面，提出要建立 创新型国家，建立以企业为主体，市场为导向，产学研深度融合的创新体系， 加强对中小企业创新的支持，促进科技成果的转化；产业升级（供给侧改革） 方面，提出加快发展现代制造业，支持传统产业升级，加快发展现代服务业， 促进我国产业向全球价值链高端迈进的产业发展要求。 本文立足中国产业创新和升级的时代要求，以深圳市太平洋工业区的更新 改造为例，探讨工业 4.0 来临的背景下，传统制造业工业区寻求产业升级的改 造方向以及具体措施。首先，本文论述了此次实际研究的环境背景以及现实意 义，鉴于深圳市太平洋工业区所处的独特地理位置与优越发展环境，本文分别 从行业背景、区域发展进程、宏观目标规划等多方面进行概述；其次，本文回 顾企业战略管理理论，为传统工业区在产业创新和升级背景下进行正确的战略 决策提供理论基础与方法指导；然后，从演变历程、建设现状、地理区位、交 通条件以及产业发展的现状与特征等多个角度全面解析深圳市太平洋工业区； 在此基础上，利用 PEST 方法进行概括与分析，并扩展性探讨在“粤港澳大湾 区”进行协同合作的背景下，深圳市太平洋工业区应如何利用机遇进行战略决 策，以配合粤港澳大湾区的建设规划，吻合粤港澳大湾区的发展需求，最终助 益粤港澳大湾区建设目标的实现。最后，从政府政策、招商措施等方面提出相 应的保障措施，以推进深圳市太平洋开发有限公司对整体工业区域的规划与发 展，并总结全文，提出本文的研究结论，说明太平洋工业区更新改造带来的社 会经济效益，总体包括直接社会经济效益与间接社会经济效益。 本文主要的贡献有：（1）遵循企业战略管理理论，并基于实际案例——深 圳市太平洋工业区，探讨新的时代背景下，传统工业区转型升级的区域结构设 计方案，为其实际改造提供理论支持；（2）明确能够服务于“粤港澳大湾区” 建设需求的产业升级方向，并且以具体区域结构设计为传统制造业转型升级提 供借鉴与参考。 关键词：企业战略管理；粤港澳大湾区；工业区改造；产业升
英文摘要：	Industrial innovation and upgrading have become the focus of China's economic development. The 19th CPC National Congress report focuses on the content of industrial upgrading and innovation in the economic development section. In terms of innovation, it is proposed to establish an innovative country, establish an innovation system with enterprises as the main body, market as the guide, and in-depth integration of production, education, and research, strengthen support for innovation in small and medium-sized enterprises, and promote the transformation of scientific and technological achievements; In terms of industrial upgrading(supply-side reform), we have put forward the requirements for accelerating the development of modern manufacturing, supporting the upgrading of traditional industries, accelerating the development of modern service industries, and promoting the industrial development of China's industries to the high end of the global value chain. Based on the requirements of the times of Chinese industrial innovation and upgrading, this paper takes the renovation of Shenzhen Pacific industrial zone as an example to explore the direction and concrete measures of industrial upgrading in traditional manufacturing industrial zone under the background of industry 4.0. First of all, this paper discusses the environmental background and practical significance of the actual research. In view of the unique geographical location and superior development environment of the Shenzhen Pacific Industrial Zone, this paper summarizes the industrial background, regional development process, and macro goal planning. Secondly, it reviews the theory of enterprise strategic management, and provides the theoretical basis and method guidance for industrial enterprises to make correct strategic decisions under the background of industrial innovation and upgrading. Then, from the perspective of evolution, construction status, geographical location and traffic conditions, and industrial development status and characteristics of Shenzhen Pacific Industrial Zone development and status quo; On the basis of this, the expansion explores how the Shenzhen Pacific Industrial Zone should make use Abstract III of the opportunity to make strategic decisions in the context of collaborative cooperation between Guangdong, Hong Kong and Macau, in order to cooperate with the construction planning of Guangdong, Hong Kong and Macao, and ultimately contribute to the realization of the construction goals of Guangdong, Hong Kong and Macao. Finally, from the government policy, investment promotion measures and other aspects of the protection measures to promote the Shenzhen Pacific Development Co., Ltd. to the overall industrial area planning and development, and summarized the full text of the research conclusions of this paper, to explain the Pacific industrial zone social and economic benefits brought by the renovation. The main contributions of this paper are:(1) Following the theory of enterprise strategic management, and based on the actual case, Shenzhen Pacific Industrial Zone, to discuss the regional structural design plan for the transformation and upgrading of traditional industrial areas under the new era background, and provide theoretical support for its actual reform; (2) To clearly define the direction of industrial upgrading that can serve the construction needs of "Guangdong, Hong Kong, and Macao", and to provide reference and reference for the transformation and upgrading of traditional manufacturing industries with specific regional structural designs.
