中文摘要: 1986年,“国际核安全检查组”率先提出“安全文化”理念,1991年,我国开始引入安全文化理念,国内学者开始深入研究安全文化,将安全文化定义为基于员工精神层面表现出来的员工行为,该行为可以提高企业荣誉、保证员工生命、财产不受侵害,同时可为企业创造收益,是员工个人及企业组织对安全的共同认知、态度及行为。 打造良好的安全文化是一个漫长的过程,优秀的安全文化不只是构建安全生产制度、单一的宣传安全生产文化意识,而是需要企业有针对、有目的、持续的对员工心理及行为上安全意识的不断塑造与规范。在打造良好安全文化的过程中要注意强化激励的作用,通过有效激励,不断提高员工对安全文化的自主意识,并增加员工自主开展安全生产的热情与积极性。 本文在进行KSC公司安全文化建设效果评估研究的过程中,探讨了企业安全文化体系建设的内涵和意义。根据KSC公司的实际情况,对公司安全文化建设现状进行分析,可以得知KSC公司安全文化建设的主要问题在于,安全观念较淡薄、安全技术水平不到位,安全价值观、安全文化研究不足,公司安全文化建设亟待加强三方面的问题。分析KSC公司安全文化建设的主要问题,确定化工企业安全文化的研究内容和评价指标设计原则,并在此基础上提炼出一套科学完整的评价指标体系。运用模糊数学原理,采用分层次分析研究问题,最终确定各因素在环境中所占的权重,通过对模型的研究与运用,将KSC公司的优良中差指标进行数值划分,其数值分别为0.182、0.264、0.422、0.132;通过将数值进行最大隶属度的原则的计算得出,KSC公司现阶段的风险评定结果为中等,并就KSC公司安全文化建设改进预期给出了具体内容。最后提出了KSC公司加强安全文化建设的保障措施,从保障条件、具体措施、反馈机制三个方面予以了阐述。 
英文摘要: The concept of safety culture was first put forward by the international nuclear safety inspection unit in 1986. In 1991, the relevant experts and scholars in China have various definitions of the definition of safety culture. It is summed up that the security culture should be rooted in the spiritual level of the employees and expressed through the personal behavior of the employees. It can bring benefits to production, bring credit to the enterprise, and ensure the life and health of the employees. The sum of material and spirit of damage, that is, the comprehensive embodiment of the safety value concept, attitude, perception, ability, behavior criterion and organization safety management of the individual and the group. It is a long-term, arduous and meticulous psychological work to create a safe culture. The construction of an excellent safety culture is not as simple as making a specific system and carrying out a slogan. It needs a conscious, purposeful and organized long-term summary, refinement, advocacy and strengthening of the enterprise. In the construction, we should firmly grasp the main elements, incentive elements and methods, and regularly evaluate the security culture, monitor and amend the safety culture construction, and ensure the consistency of the safety culture and the overall development direction of the company. In the process of the evaluation of the safety culture construction effect of KSC company, this paper is based on the careful study of the enterprise safety culture theory, and probes into the connotation and significance of the construction of the enterprise safety culture system. According to the actual situation of KSC company, the current situation of the company's safety culture construction is analyzed. It can be found that the main problems of the construction of the security culture of KSC company lie in the weak security concept, the low level of safety technology, the lack of safety values and safety culture research, and three problems to be strengthened in the construction of the company's safety culture. Based on the analysis of the main problems of the safety culture construction of KSC company, a set of scientific and complete evaluation index system is extracted on the basis of determining the research content of the safety culture of the chemical industry and the design principles of the evaluation index. The comprehensive evaluation model is studied by using fuzzy mathematics principle, and the weight of each index is determined by AHP. Based on the practical application of fuzzy model, the subordinate degree of various indexes of KSC company's safety culture construction is as follows: excellent ~0.182, good ~0.264; middle ~0.422; poor ~0.132. According to the principle of maximum degree of membership, it is concluded that the risk assessment result of KSC company is "medium",and gave specific contents for the improvement of KSC's safety culture construction.Finally, it puts forward the safeguard measures for KSC company to strengthen safety culture construction, and expounds from three aspects: guarantee conditions, specific measures and feedback mechanism.
