中文摘要:软件产业是信息产业的核心,是决定21世纪国际竞争力的战略性先导产业。面对经济全球化和全球信息化的形势,如何把我国软件产业做强、做大,是当前软件产业亟待解决的重大课题。软件企业竞争力的强弱决定着我国软件产业的发展,而我国百分之九十以上的软件企业是中小企业。所以必须分析影响我国中小软件企业发展的主要因素,从而找出提高其竞争力的途径。 本文结合对比世界各国软件业的发展状况,指出中国软件企业存在的规模小、赢利能力低、人才结构不合理、产品缺乏核心技术等问题,与发达国家的软件业相比还存在不小的差距。 本文以SWOT分析原理和战略联盟理论为理论基础,对我国中小软件企业发展的外部内部因素加以分析,并从理论上解释中小软件企业实施战略联盟的动因。最后文章对中小软件企业如何实现由小到大、由弱到强的转变从三个方面加以论述:第一,通过充分利用政府的优惠政策、社会上不断充实的软件人才、以及软件产业园的集群效应等外部环境,以把握和寻找中小软件企业的发展机遇,规避外部威胁。第二,通过加强企业的创新能力、管理能力、明确公司发展方向、合理的人才使用及企业文化的培养等来提高中小软件企业的内部竞争能力。第三,指出中小软件企业因其先天的弱点使得其单独凭借自身的内部资源整合难以跟上瞬息变化的市场,应通过建立企业间的战略联盟,实现企业内部资源和外部资源的优化组合,进一步提升企业的核心竞争能力。  
英文摘要:Software industry has become the core of information industry. It is the strategic leading industry for global competition of 21 century. Facing the situation of economy globalizing and informationization, it is a big question to be solved for us to make our software industry to become big and strong. The competitive competence of the software company is the determinative factor of our software industry. And 90% of our software companies are medium and small size companies. So it is a must for us to find the reasons which stop the development of medium and small size software companies, and find out the way to improve their kernel competition competence. With comparing with the development of software industry over the world, this article points out that there are several problems with our medium and small size software companies like limited company scale, improper developer’s structure, lacking core technology, etc. There is a gap of software industry level between the developed countries and us. This article based on the SWOT analysis and strategy alliance theories, and investigates the medium and small size software companies from the outside and the inside factors. Then it theoretically explains the reason for the companies to build strategy alliance. In the end, this article proposes three ways for the companies to implement the change from weak to strong and from small to big. First, the medium and small size software companies should use the favorable outside factors like the government policy, growing number of the software developers, software districts, etc. to find chance from outside factors to develop and avoid the threat. Second, the companies should reinforce their competence of innovation and management, make clear the company’s direction, properly employ the developers and build company’s culture to strengthen kernel competition competence. Third, this article proposes that, because of its inborn weakness, it is hard for medium and small size software companies to follow the changing speed of the market only through manage work of inside resources. Strategy alliance is proposed for the companies to optimize their inside and outside resources, while upgrade their kernel competition competence one step further.
