中文摘要：	21世纪是经济高速发展和信息技术不断进步的“大数据”时代，在互联网+的时代背景下，很多行业都发生了翻天覆地的变化，中国的医疗模式及医疗服务提供状况也出现了日新月异的变化，现代人们对卫生健康服务需求的不断增加，现有的医疗卫生资源明显是难以满足需求的，医疗资源供不应求和利用失衡的问题，这就要求我国有关部门进一步提升医院的服务品质及管理水平，而信息技术的创新应用则是一个可行且有效的途径。因此，就目前的形势来看，以“互联网+”为主要内容的系列公共医疗服务模式的建立显得非常重要且必要。在建立这种模式时，有必要强化各个主体之间的互动，政府需要提供政策及资金方面的支持，与医院建立联系，医院则需要根据自身的发展需求，在技术及平台等方面加强与第三方机构的密切合作，共同组建较为完善的医疗服务系统。当然，我们也要关注在建立系统过程中互联网存在的缺陷及一些不确定性，充分利用现有的资源，为“互联网+”背景下的公共医疗服务治理发展创造有利的条件，为医疗服务开辟全新的发展途径。 文中在详细介绍研究背景、研究意义、研究方法及思路的基础上，综述了国内外相关研究，以新公共服务理论、社会资本理论和人力资本理论作为重要的理论基础，对互联网背景下公共医疗服务治理问题进行深入的探讨和研究，发现该医院公共医疗服务存在一些问题，这些问题主要表现为医务人员对信息技术的应用能力不足，适应多平台发展的信息化专业人才引进不足，网上医生受限较多、医疗监管不力，医院信息化建设的资金投入不足，等等。笔者深入剖析导致这些问题出现的具体原因，进而提出互联网背景下公共医疗服务治理问题的对策，主要内容包括提升医务人员的信息化技术应用能力、加强相关信息化专业人才的引进和培养、 加强对医院公共医疗服务的监管、増加医院信息化建设的资金投入，并针对其策略，提出了组织保障、人力保障、制度保障、技术保障等措施，希望为探索我国公共医疗服务可行性发展路径贡献一份自己的力量。
英文摘要：	The 21st century is an era of "big data" with rapid economic development and continuous progress in information technology. Under the background of the Internet era, many industries have undergone earth-shaking changes. China's medical model and medical service supply have also changed with each passing day. With the increasing demand for health services, the existing medical and health resources are obviously unable to meet the demand. The imbalance of medical resources supply and utilization requires the relevant departments in our country to further improve the service quality and management level of hospitals, and the innovative application of information technology is a feasible and effective way. So, in the present form, The establishment of a series of medical public service models with the Internet as the main content is very important and necessary. In establishing this model, it is necessary to strengthen the interaction between the various subjects, the government needs to provide policy and financial support, to establish links with hospitals, and hospitals need to be based on their own development needs. Strengthen the close cooperation with third-party organizations in technology and platform, and set up more perfect medical service system. Of course, we should also pay attention to the defects and uncertainties of the Internet in the process of establishing the system, make full use of the existing resources, and make full use of the existing resources in order to be the medical public in the context of the "Internet". The development of total service management creates favorable conditions and opens up a new way of development for medical services. On the basis of introducing the research background, research significance, research methods and ideas in detail, this paper summarizes the relevant research at home and abroad, taking the new public service theory, social capital theory and human capital theory as the important theoretical basis. This paper makes an in-depth study on the governance of medical public services in the context of the Internet, and finds that there are some problems in the medical service of the hospital. These problems are mainly manifested in the insufficient ability of medical personnel to apply information technology. The introduction of information professionals adapted to the multi-platform development is insufficient, the online doctors are limited, the medical supervision is weak, the capital investment of hospital informatization construction is insufficient, and so on. Author's depth This paper analyzes the specific reasons that lead to these problems, and then puts forward the countermeasures for the governance of public medical services under the background of the Internet, the main contents of which include enhancing the ability of medical personnel to apply information technology. Strengthen the introduction and training of relevant information professionals, strengthen the supervision of hospital medical services, increase the capital input for the construction of hospital information, and put forward organizational, human and institutional guarantees for the strategies.
