中文摘要：	面对环境的日益复杂化，图书馆不能处在封闭的环境中，必须积极主动面对现在，预测未来。战略规划的理论和实践意义已经得到了许多研究领域的认可。国外图书馆制定战略规划并非新鲜事，但国内高校图书馆对战略规划的研究与应用还较为稀少，更缺少对战略规划方案的评价环节。本研究就旨在开发一套科学、有效的高校图书馆战略规划方案评价指标体系。 本研究首先对国内外高校图书馆战略规划的相关研究进行分析，并结合战略管理中相关理论，通过逻辑推理，总结、归纳出有关高校图书馆战略规划方案的评价内容，在此基础上提出高校图书馆战略规划方案评价体系表的理论框架。 其次，本研究应用专家调查法，选取7位专家进行调查，审查评价表中各项指标及题项的合理性与有效性，然后根据专家意见，对评价表进行修改与完善，最终提高了评价体系的有效性。 再次，运用层次分析法建立层次模型，结合专家调查法形成判断矩阵，最终获得各指标权重。经过归一化处理，对权重进行一致性检验。本研究最终构建的高校图书馆战略规划方案评价指标体系，主要由2个一级指标、9个二级指标、33个三级指标组成，分别是设计、内容2个维度，清晰性、吸引性、民主性、完整性、协调性、可行性、发展性、风险性、灵活性9个二级原则指标，以及逻辑结构、版面编排、馆员参与、战略重点、战略目标、内外环境等33个题项。 最后，本研究详细阐释了评价体系表的使用方法以及评价步骤，并为进一步研究提供相应建议。
英文摘要：	Facing with the complex environment, the library can not make itself to be in the unchanging conditions, so the library has to face reality and predict future positively. The meaning of strategic planning in theory and practice has been recognized by multi-fields’ researchers. The strategic planning in the foreign library field is not a new thing. However, there are fewer papers to research on the strategic planning in Chinese library field, and even no papers to research on the evaluation of plan in Chinese university library strategic planning. This paper focuses on constructing an evaluation system with high reliability and applicability for university libraries in China. Firstly, this paper studies the basic theory, and analyzes the researches on the university library strategic planning both in China and foreign countries. Then combined with some theories in Strategic Management, this paper makes a theory construct of university strategic plan evaluation system by logic derivation, conclude and colligation. Secondly, using the expert investigation method, the author selects 7 experts to evaluate the validity and rationality of the index. And then according to the experts’ advices, this study improves the evaluation table. Thirdly, this study adopts the Analytical Hierarchy Process and the expert investigation method to form the judgment matrix and finally decides the index weight. Taking the normalization process, it checks the consistency of weight. The university library strategic plan evaluation designed by this paper is divided into 2 first grade indexes, 9 second grade indexes, and 33 third grade indexes. The two scales are the plan’s design and content. The second grade indexes are clarity, attractability, democracy overall, feasibility, etc. This scale is the third class, which contains 33 evaluation questions, such as logical structure, document layout, librarian participation, strategic emphasis and strategic target, etc. At last, this paper gives the use illustration of the evaluation table and some suggestions for the further research on the evaluation of university library strategic planning.
