中文摘要：	在我国推动产业转型升级的过程中，发展农业特色小镇是重要内容。发展农业特色小镇不仅仅是农业经济改革的新型方式，而且将农村的各种产业相融合重要手段。农业特色小镇在推进的过程中采取了新的载体、新的机制和新的理念。不仅给现代化的农业发展提供了新的平台，而且还在农业经济发展的过程中起到了指引的作用，是推动我国农村产业转型升级的重要方式。经济的发展不能以破坏环境为前提，而发展农业特色小镇不仅仅能够推动农业经济的发展，而且在一定程度下能够保护环境，是一种既能发展又能环保的方式。从目前我国农业经济发展的情况来看，我国的农业特色小镇在理论方面存在不足，对农业特色小镇的研究还不够深入。本研究以天津市下营镇农业特色小镇为例，探究天津下营生态农业特色小镇的可持续发展的影响因素分析，提出指导策略，对推动农业特色小镇发展提出稍许建议。 本研究研究内容如下：首先，论述生态农业特色小镇发展背景，并阐明其研究意义，探讨特色小镇发展相关研究论述，提出本研究研究方法，最后指出本研究研究创新点及不足；进而通过概念界定限定本研究研究范畴；探讨下营镇在推动特色农业小镇过程中的可持续发展的影响因素分析，并指出其存在的问题，最后指出相应的指导策略。 本研究结论认为下营生态农业特色小镇的发展对推动当地经济发展，改善当地居民生活质量，破解地域空间狭小，推动农村产业转型升级等发展难点起到了积极的作用，其发展模式亦可在实现复制，其相应问题可通过积极的手段得以解决。
英文摘要：	The small town with agricultural characteristics is an important content of promoting the industrial transformation and upgrading in our country, a new way to realize the rural economic transformation under the new normal, and a new idea, new mechanism and new carrier to promote the deep integration of the rural primary, second and third industries. It is a new engine for agricultural economic development, a new platform for modern agricultural development, and an effective way to promote the structural reform on the supply side of agriculture. And the ecological agriculture characteristic town is the high order request of the agricultural characteristic town development, is realizes the maximum development under the premise of the minimum damage to the natural environment. However, according to the current research situation, the research on the small towns with agricultural characteristics in our country is extremely inadequate, and it has little guidance on the agricultural characteristics of our country. There are some problems in the development of town. Taking the small town with special agricultural characteristics in Tianjin as an example, this thesis probes into the achievements, problems, causes and guiding strategies of the development of the special town of ecological agriculture in Tianjin, and puts forward some suggestions for promoting the development of the small town with special agricultural characteristics. The research contents of this thesis are as follows: firstly, it discusses the background of the development of small towns with characteristics of ecological agriculture, clarifies its research significance, probes into the relevant research expositions of the development of characteristic towns, puts forward the research methods of this thesis, and finally points out the innovative points and shortcomings of the research in this thesis; Then the thesis limits the scope of this study by defining the concept, probes into the ways and achievements of Xiaying town in the process of promoting the characteristic agricultural town, points out its existing problems, then analyzes the causes of the problems, and finally points out the corresponding guiding strategies. The conclusion of this thesis is that the development of the special town of ecological agriculture in Xiaying plays a positive role in promoting the development of local economy, improving the quality of life of local residents, solving the narrow regional space, promoting the transformation and upgrading of rural industries, and so on. Its development model can also be replicated, and its corresponding problems can be solved by positive means.
