| 中文摘要: | 中国人口接近十四亿,拥有庞大的消费市场,在过去的二十年时间,经济处于高速度发展的阶段,并一跃于成为世界第二大经济体。高速的发展过程带来了经济的繁荣,人们生活水平的提高,但在发展过程中中国也遇到了因盲目过快发展及粗放式管理带来的各种问题,这些问题将对中国经济的可持续增长造成阻碍。国家通过采取调整产业结构、消除过剩及落后产能、加速经济转型能等措施,使整体经济环境更加健康并为企业带了新的发展机遇。与此同时中国的经济进入新常态阶段整体增长速度放缓,大国间的贸易冲突对出口带来了负面影响,复杂的国内外政治经济背景下,中国各行业的企业处在一个更为激烈的竞争环境之中。 我国中小型企业数量庞大,在国民经济中起着重要的作用,工信部的数据表明,80%的城镇就业岗位由中小型企业所提供,中小型企业对于解决城镇人员的就业问题以及保持社会的稳定方面发挥着积极作用。相对大型企业来说,中小型企业普遍面对融资难度大、抗风险能力低的问题,对于一些新成立的中小型企业,这一问题尤为突出,能否尽快实现正常运营,对于企业在竞争中能够生存及发展具有重要意义。F公司为外商独资企业,在规模上属于中小型企业,F公司于2016年底在中国东部城市建设新工厂,2018年初公司开始进入运营状态。 在此期间F公司面临了中小型企业新建工厂遇到的一些常见问题,蓝领员工绩效问题使生产无法满足市场发展需求,蓝领员工绩效改进计划被提上日程。 本文从绩效的理论入手,系统回顾了绩效相关理论的定义及发展过程,以F公司为例,对F公司的绩效问题现状采取了多种方式进行调查及研究,采用了文献法,个案分析法等方法,并结合相关绩效改进理论,对F公司影响绩效表现的相关因素进行系统的分析,提出了F公司绩效提升解决方案及相应的实施的保障措施,以保障整体绩效提升解决方案能够顺利实施。F 公司所面对的蓝领员工绩效问题为中小型企业工厂建设初期常遇到的问题,具有一定的普遍性及代表性,F 公司绩效改进的经验可以为中小型企业新建工厂迅速提升绩效提供参考。 | |
| 英文摘要: | With a population base of nearly 1.4 billion, China has a huge consumer market. In the past two decades, the economy has been at a high speed and has become the world's second largest economy. The high-speed development process has brought about economic prosperity and improved people's living standards. However, in the course of development, China has also encountered various problems caused by blind development and extensive management. These problems will hinder the sustainable growth of the Chinese economy. China has actively adopted measures such as adjusting the industrial structure, eliminating excess and backward production capacity, and accelerating economic transformation, so that the overall economic environment is healthier and brings new opportunities for enterprise development. At the same time, China's economy has entered a new normal stage, the overall growth rate has slowed down, and the trade conflict between big countries has also had a negative impact on exports. Under the complicated domestic and international political and economic background, enterprises in all industries in China are in a more competitive environment. Small and medium-sized enterprises in China are crucial for the national economy. According to the Ministry of Industry and Information Technology, small and medium-sized enterprises provide 80% of urban jobs. The small and medium-sized enterprises play an important role in promoting employment and maintaining social stability. For large enterprises, small and medium-sized enterprises generally face the problem of more difficult financing and relatively low risk resistance. For some newly established small and medium-sized enterprises, this problem is particularly prominent. Whether it can operate normally as soon as possible is of great significance for enterprises to survive and develop in the competition. Company F is a wholly foreign-owned enterprise and is a small and medium-sized enterprise in terms of scale. Company F built a new factory in eastern China by the end of 2016. By the end of 2017, the company began to operate. During this period, F Company faced some common problems encountered by small and medium-sized enterprises in new factories. The performance of blue collar employees was not satisfactory, and it was unable to meet market demand. The performance improvement plan of blue collar employees was put on the agenda. This paper starts with the theory of performance, systematically reviews the historical evolution process of performance-related theory. Taking F company as an example, it investigates and studies the current situation of F company's performance problems in various ways, using the literature method, case analytical method and other methods, combined with relevant performance improvement theory, systematically analyze related influencing factors, proposed the F company performance solution and the corresponding implementation of security measures to ensure the smooth implementation of the overall solution. The performance problems of the blue-collar workers encountered by F companies are common problems encountered by small and medium-sized enterprises in the initial construction of factories. They have certain universality and representativeness. F company’s experience in performance improvement can provide a reference for rapid performance improvement of new plants in small and medium-sized enterprises. | |
