中文摘要:随着大众旅游的兴起,游客日益增长的旅游需求与遗产景区有限的环境容量之间的矛盾日趋尖锐。文化遗产型景区的遗产资源具有垄断性、遗产性、不可再生性和公共性特点,它不同于一般意义上的旅游资源。如何在保护遗产的同时保障游客的体验质量呢?游客管理就是针对此问题的一种管理工具,它的最终目的是寻求一种游客体验最佳化与资源环境保护之间的动态平衡。上个世纪90年代以来,各种游客管理模式不断出现,并被加以运用和实践。目前,我国理论界和业界都已经认识到了游客管理的重要意义,但也存在一些问题,比如我国大部分景区和目的地的游客管理还停留在传统、基本的阶段,文化遗产型景区同样也是如此;很多有关游客管理方面的理论认识落后或不准确;文化遗产型景区的游客管理的目标单一,容易忽视游客体验等。 游客未及时获知信息,素质不高,责任感不强的确是游客管理中面临的一个重大问题。从游客管理的具体环节来看,对游客的现场管理无疑是最重要的,但现场管理已经是游客管理的最后一环。由于文化遗产的破坏是不可修复的或者多数不是立即显现,对已有破坏的惩罚,或者现场的劝阻等难以从根本上消除游客对文化遗产型景区的破坏。鉴于此,加强对游客期望管理,采用合理的市场营销组合,通过解说对游客进行教育和引导,加深游客对世界文化遗产的认识,提高游客素质,是游客管理必不可少的重要工作。 本文尝试构建了文化遗产型景区的游客管理的体系,围绕景区和游客的关系为核心。景区一方面要从内部管理入手,从供给管理和需求管理两个方面,对游客进行引导、教育和管理。从管理游客期望,采取适当的市场营销手段,突出解说系统的作用到具体的排队管理,容量管理和投诉管理。景区另一方面可以联合社区和旅行社等旅游企业,让他们共同参与到游客管理中来,使游客管理双重目标的实现在更大的范围内得到了更有力的保障。最后鉴于中国的特殊国情,强调了政府应对景区游客管理给予大力的支持和保障。 
英文摘要:With the rise of mass tourism, the contradiction between the growing demand for heritage tourism scenic of tourists and the limited capacity of environment increasingly sharp. The cultural heritage resources are monopolistic, heritable, non-renewable and public, so it is different from the general tourism resources. How to protect the heritage at the same time to protect the quality of visitor experience? Visitor Management is a management tool of this problem, and its ultimate goal is to found the dynamic balance between the tourist experience and the resources protection. Since the 1990s, each kind of tourist management pattern has appeared unceasingly, and has been utilized. At present, our country theorists and the tourism field have already realized the important meaning of the tourist management. But there are also some problems, for instance, majority of scenic areas and the destination tourist management also pauses in the tradition and basic stage, the cultural heritage scenic area also similarly is so; the aspect theory and understanding of the tourist management is backwardness or inaccurate; the goal of tourist management in the cultural heritage scenic areal is unitary, easily to neglect the tourist experience and so on. The tourist can’t learn about information timely, the quality has not been high, don’t having a strong sense of responsibility is a major issue the tourist manages faces. From the links of the tourist management, the scene management is without doubt most important, but the scene management is the last link already. Because cultural heritage's destruction may not be repaired or most may not appear immediately, having the destruction penalty, or the scene advises against and so on fundamentally eliminate the influence of tourist on the cultural heritage scenic area destruction with difficulty. In view of this, strengthening the tourist expects management, using reasonable market marketing combination, carrying on the education and the guidance through the illustration to the tourist, deepening the tourist to the world culture inheritance understanding and improving the tourist quality are the essentially important work of the tourist management. This paper attempts to build a visitor management system of scenic area of cultural heritage, around the relations of the scenic spots and tourists as the core. From the tourist expects management, adopting the suitable marketing methods and prominently emphasizing the function of illustration system's function to the concrete queuing management, the capacity management and the suit management. On the one hand, the scenic spots should strength the internal management, which can educate, lead and manage the visitors from the supply and demand aspects. On the other hand, In order to achieve the dual goals, it can unite other scenic spots, travel agencies, around community etc, to enable them to participate in the visitor-management. Finally, in view of the special national conditions of China, the paper stressed the importance of government’s strong support on visitor-management.
