中文摘要：	滨海新区作为天津改革开放的一张“王牌”，在京津冀协同发展等重大战略实施进程中取得显著成果，现今在区域经济发展、创新试验、产业转型各项进程中都成为了不可或缺的领军者。近年来，外部环境的不确定性不断呈上涨趋势增加，经济下行的压力也在不断加剧，因此形势变得复杂严峻，同时受到环保督查一些企业停工整顿，以及区域经济统计口径调整等客观因素影响，滨海新区乃至天津市的投资吸引力持续下滑，招商引资难度加大，这对滨海新区提出了更高的要求和挑战，因此提出了该研究选题。为了全面掌握滨海新区区域的营商环境情况，前期对滨海新区区域企业经营状况及问题需求进行了调查研究，针对区域经济发展面临的突出问题，整体了解和分析滨海新区企业近年来的经营状况、发展趋势、生存环境。采用文献研究法、实证研究法、实地调研法等方法搜集整理相关资料，进而分析滨海新区区域营商环境现状并进行评价。本文针对滨海新区现有的营商环境现状和水平，分析现已实施的优化营商环境措施所产生的效果和弊端，对标先进国家和地区，明确滨海新区未来在优化营商环境方面所需要延续和改进的方面，以期为滨海新区的区域营商环境提供具有实际参考价值的对策建议。以营商环境相关概念和营商环境要素为理论支撑，参考借鉴了现有的一些营商环境指标评价体系，结合滨海新区区域具体情况，形成了一套区域营商环境评价体系，并针对滨海新区区域营商环境表现，进行营商环境指标体系适用性分析。通过纵向和横向对比，列举滨海新区过去十年的经济发展成就，分析区域层面发展环境产生的变化，指出京津冀发展战略和设立雄安新区等区域战略的变化，对于滨海新区整体形式的所产生的机遇和挑战，以及未来开发开放方向的设定。从区域基本情况、区域企业生产经营状况、科技创新情况，以及滨海新区优化营商环境所采取的措施和成效等方面呈现滨海新区区域发展表现，根据市场环境指数、政策法规环境指数、融资需求指数等综合分析滨海新区区域营商环境现状。综合分析滨海新区区域营商环境存在的问题，发现滨海新区区域营商环境在政策政务环境、市场环境、法制环境、融资环境等方面还有所欠缺。针对存在问题有针对性的提出对策建议，从提高政务服务水平、深化市场机制改革、打破企业融资瓶颈等方面对滨海新区营商环境优化进行研究。
英文摘要：	As an "Ace" of Tianjin's reform and opening up, Binhai New area has achieved remarkable results in the process of implementing major strategies such as the coordinated development of Beijing, Tianjin and Hebei, and has now become an indispensable leader in the process of regional economic development, innovation experiment and industrial transformation. In recent years, the uncertainty of the external environment has been increasing, the pressure of the economic downward trend is also increasing, so the situation has become complex and grim, at the same time by environmental protection supervision of some enterprises shutdown and rectification, as well as regional economic statistics caliber adjustment and other objective factors, Binhai New area and even Tianjin's investment attractiveness continued to decline, It is more difficult to attract investment, which puts forward higher requirements and challenges to Binhai New area. Therefore, the topic of this study is put forward. In order to fully grasp the business environment of Binhai New Area, the management status and problem demand of regional enterprises in Binhai New area were investigated in the early stage, according to the outstanding problems faced by regional economic development, and the overall understanding and analysis of the operation status, development trend and living environment of Binhai New District enterprises in recent years. By means of literature research, empirical research and field investigation, the relevant data are collected and collated, and then the present situation of regional business environment in Binhai New area is analyzed and evaluated. Aiming at the present situation and level of the existing business environment in Binhai New area, this paper analyzes the effects and drawbacks of the measures that have been implemented to optimize the business environment, and clarifies the aspects that need to be continued and improved in the future of Binhai New area in optimizing the business environment for the advanced countries and regions. In order to provide the regional business environment of Binhai New area with practical reference value of countermeasures and suggestions. Based on the concept of business environment and the factors of doing business environment, this paper draws on some existing evaluation system of business environment Index, combines the specific situation of Binhai New area, forms a set of regional business environment evaluation system, and analyzes the applicability of business environment Index system according to the regional business environment performance of Binhai New area. Through vertical and horizontal comparison, this paper enumerates the economic development achievements of Binhai New area in the past ten years, analyzes the changes in the development environment at the regional level, and points out the changes in the development strategy of Beijing, Tianjin and Hebei and the regional strategies such as the establishment of the male-security new area, the opportunities and challenges arising from the overall form of Binhai new areas, This paper presents the regional development performance of Binhai New area from the aspects of regional basic situation, regional enterprise production and Operation status, scientific and technological innovation, and the measures and results taken to optimize the business environment in Binhai New area, and analyzes the present situation of regional business environment in Binhai New district according to market Environment index, policy and regulation Environment Index and financing demand index. This paper comprehensively analyzes the problems existing in the regional business environment of Binhai New area, and finds that the regional business environment of Binhai New area is still lacking in policy affairs environment, market environment, legal environment, financing environment and so on. Aiming at the problems existing in the regional business environment of Binhai New area, this paper puts forward some countermeasures and suggestions, and studies the optimization of business environment in Binhai New area from the aspects of improving the level of government service, deepening the reform of market mechanism and breaking the bottleneck of enterprise financing.
