中文摘要: 环境保护一直是我国的基本国策之一。尤其近几年,习近平总书记在十九大报告中指出,要树立和践行绿水青山就是金山银山的理念,标志着国家政策对环境保护的倾斜和坚定。 中国石油公司把液化天然气作为当前公司发展新的侧重点,为国家的清洁能源发展起到了推动性作用。但是由于政策问题,中国石油公司在液化天然气贸易中一直处于被动地位,在采购时由于缺乏议价能力和物流优势,中国石油公司难以对上游供应商施加影响,而在销售过程中,由于政府限价和企业自身制度原因,液化天然气贸易过程中,中国石油公司一直处于亏损状态。 本文致力于从国际和国内液化天然气贸易现状出发,分析中国石油公司在液化天然气贸易中存在的现实问题,并对问题出现的原因进行分析。又通过对液化天然气行业的宏观背景及产业背景进行分析,得到中国石油公司在液化天然气行业内的竞争优劣势以及面临的机会和威胁等因素,为中国石油公司在液化天然气行业内建立自身的竞争优势提出建议,并根据相关建议提出对应的保障措施,来弥补自身在液化天然气贸易中存在的先天不足。 本文特别对中国石油公司在液化天然气行业内采购、销售和物流三个环节进行研究分析,找到公司在液化天然气业务中的劣势,并提出相应的优化方案。在信息技术、物流保障和人力资源三个方面为优化方案提供了保障措施,对从事液化天然气业务的企业具有一定的指导意义。 本文共有图8幅,表5个,参考文献63篇。 
英文摘要: Environment protection has always been a basic national policy of China. Especially for resent years, after President Xi Jinping mentioned everyone should set up the idea of “The green water is silver mountain” in the 19th National Congress of Communist Party of China, government policy has tent to environment protection. China National Petroleum Corporation(CNPC) regards LNG as the new main business nowadays. CNPC has promoted the development of China’s clean energy. However, CNPC has been in passive position in the trading of LNG. CNPC is lack of bargaining power and advantages of logistics which causes the difficulty of influence of suppliers. In sales part, CNPC has to obey the limitation of government policies. In addition, CNPC has some unreasonable institution in business administration which makes the company in the red while working on the trade of LNG. This paper is keen on finding out the problems and their reasons of LNG trading of CNPC from both international and domestic situations. This paper also analyzes the macro-background, industry background of LNG and the SWOT of CNPC. Then, this paper provides several suggestions for CNPC to establish its advantages in competition of LNG business, and propose a few supporting measures to remedy inherent shortages of CNPC in LNG trading. This paper studies on the three aspects including purchasing, sales and logistics of LNG business especially. Then it finds disadvantages in LNG business of CNPC, and puts forward several optimum proposals for them. To establish competitive advantages in LNG business, CNPC can optimize information technology, logistics and human resources which will provide guiding significance for companies in LNG market. This paper concludes 8 charts, 5 forms and 63 references.
