中文摘要:中国共产党第十八届中央委员会第三次全体会议公报提出:“全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。”今年是中国实施改革开放的第40周年,我国在过去40年间取得了举世瞩目的伟大成就,其中一个重要原因就是引导中国走过这一历程的几代领导集体都能尊重那些能够客观检验有效性的实践方法,并在全国范围内进行大范围的社会经济改革实验,其结果均推动了国家的进步。2016年国务院印发实施的《中华人民共和国国民经济和社会发展第十三个五年规划纲要》明确要求:“要推行政府绩效管理制度,建立科学合理的政府绩效评估指标体系和评估机制,实行内部考核与公众评议、专家评价相结合的方法,发挥绩效评估对推动科学发展的导向和激励作用。” 本文主要从平衡计分卡入手,经过系统介绍平衡计分卡的理论体系,探讨在政府部门使用这种私营部门战略和绩效评估经典工具的可行性和适用性。在经典平衡计分卡理论框架的基础上,经过对层面维度、指标体系适当的修正和调整,基于客户(利益相关者)、内部业务流程、学习与成长、财务四个层面维度,分析并设计一套以战略地图为中心、平衡计分卡为工具的战略和绩效评估整体框架、指标体系。并结合B区发改委实际情况,提出战略地图和平衡计分卡在B区发改委中的具体应用方法和保障措施。本文的主要研究意义在于客观分析B区发改委目前绩效考核中存在的主要问题,通过对平衡计分卡理论的应用,为B区发改委分析设计出一套基于战略角度具有较强操作性并适用于发改委系统的战略地图和平衡计分卡,从而对B区发改委的长远战略发展、绩效改进和提升具有一定的推动作用,同时对于在政府部门推广应用平衡计分卡起到了一定探索和实践意义。
