中文摘要:银行业是我国国民经济体系重要的组成部分和核心产业,近年来,我国 GDP 的高速增长与经济货币化程度的提高,以及社会对金融服务需求的不断增长,推动了银行业的持续、快速发展。在银行业务量突飞猛进的同时,信息化建设水平也在迅速提升,逐步成为银行稳健运营和可持续发展的支撑,但随之而来的IT项目风险也成为各银行信息化建设中面临的严峻问题。 青岛农商银行于2012年由青岛市农村信用社改制成立,自改制以来,无论是机构数量还是资产规模、税后利润都得到迅速攀升,成为全国农商银行中的佼佼者。由于历史原因,青岛农商银行包括核心系统在内的重要信息系统均由上一级管理机构山东省联社统一运维管理,无法自主掌控,已经不能及时响应青岛农商银行的业务创新需求,急需从山东省联社的系统中剥离独立。新一代核心系统项目是青岛农商银行信息化建设历程中的重要里程碑,作为一项庞大、复杂而艰巨的系统工程,存在很多的不确定性,项目面临各种风险,如何进行有效的项目风险管理,降低项目风险水平,是项目成功上线的前提之一。 本文以青岛农商银行新一代核心系统项目为研究对象,首先对项目风险管理理论及管理过程进行了系统研究。其次,介绍了青岛农商银行概况及项目情况,并对项目独特性和风险管理难点进行了阐述,采用检查表法、头脑风暴法、德尔菲法、工作任务分解法对各阶段项目风险进行了识别。再次,结合项目实际情况,对风险进行分类,分别采用FMEA法和改造的概率和影响分析法对风险进行评估,并按风险值排序,划分等级。最后对高等级风险和突发性风险制定风险控制措施,降低项目风险水平。 虽然青岛农商银行的项目风险管理还处于成长阶段,本文案例也具有一定特殊性,但还是希望通过本次研究,提升青岛农商银行IT项目风险管理能力,并为其他农商银行IT项目风险管理提供一定的借鉴参考。 
英文摘要:Banking is an important part and core industry of China's national economic system. In recent years, the rapid growth of China's GDP, the improvement of the degree of economic monetization, and the continuous growth of social demand for financial services have also promoted the sustainable and rapid development of the banking industry. Along with the rapid growth of bank business volume, the level of information construction has been rapidly improved, which has gradually become the support for the sound operation and sustainable development of Banks. However, the consequent IT project risks have also become the severe problems faced by the information construction of banks. QRCB was restructured and established by Qingdao rural credit cooperative in 2012. Since the restructuring, both the number of institutions, the size of assets and the after-tax profits have been rapidly climbing, becoming the outstanding player in the national rural commercial bank system. Due to historical reasons, the QRCB’s important information systems, including the core system, are managed by the Shandong Provincial Association, that can't timely respond to QRCB’s business innovation requirements. There is an urgent need to separate independence from the system of the Shandong Provincial Association. The new generation of core system project is an important milestone in the process of information construction of QRCB.As a huge, complex and arduous system project, there are many uncertainties. Management and reducing the risk level of the project is one of the prerequisites for the successful launch of the project. This paper takes the research on the QRCB’s new generation of core system project as the research object. Firstly, it systematically studies the project risk management theory and management process. Secondly, it introduces the general situation and project situation of QRCB, and expounds the uniqueness of the project and the difficulty of risk management. Using the checklist method, brainstorming method, Delphi method, work task decomposition method. The risk of each phase of the project was identified. Thirdly, according to the actual situation of the project, the risks are classified, and the risk is evaluated by the FMEA method and the modified probability and impact analysis method, and ranked according to the risk value. Finally, risk control measures are established for high-level risks and sudden risks to reduce project risk levels. Although the project risk management of QRCB is still in the growth stage, and the case in this paper also has certain particularity, it is still hoped that the risk management ability of QRCB's IT project will be improved through this study, and it will provide some reference for other rural commercial bank's IT project risk management.
