中文摘要:对于以项目为导向的海洋工程施工型企业来说,单个项目的管理,由于项目的临时性特征,项目经理管理水平差异等原因,很难同时满足公司战略要求和实现组织经济目标。因此,项目集管理应运而生。在单项目的控制目标中,范围目标、成本目标及进度目标是关乎项目成败与否的关键,是组织判断项目绩效的重要因素。它们也是实现组织经济利益的重要衡量指标。挣值管理是在项目进度和成本间引入中间变量-挣值(EV),以同时监控项目成本和进度两个因素。 本文着重对项目集挣值管理进行研究,以期对项目集挣值管理实践提供标准化的技术、工具、流程和方法。同时,将项目管理的视角从战术层面提升至战略层面,从单一化变换为全局性。挣值管理在世界海洋工程项目管理范围内被广泛应用,而在中国国内应用尚属于起步阶段。希望通过本文,为中国海洋工程施工企业的项目集挣值管理,提供可借鉴和参考的范例。 本文基于项目集管理理论和挣值管理理论和方法,对海洋工程项目集挣值管理流程和框架进行了研究。主要包括如下内容:本文研究了海洋工程项目集独特性;本文梳理了海洋工程项目集挣值管理的流程和影响因素;本文搭建了海洋工程项目集挣值管理的框架;本文阐述了海洋工程项目集挣值管理的方法。包括规划方法、跟踪方法和分析方法;本文说明了海洋工程项目集挣值管理的支持要素。包括项目集治理结构团队、信息化管理支持系统和挣值管理支持制度等。 通过上述理论整理,本文以B公司海洋工程项目集挣值管理为案例,结合甲骨文(Oracle)公司P6项目管理软件以及B公司自主研发的项目管理平台系统,对项目集挣值管理规划、跟踪、分析及绩效测量进行了研究。  
英文摘要:As project-based offshore engineering companies, it is difficult for single project management to meet strategic requirements and achieve economic targets due to the fact that project managers manage their projects at various levels. Therefore, program management emerges. In the targets single projects, scope, cost and schedule are critical ones. The triple targets are also key indicators for organization’s performance. In Earned Value Management (EVM), Earned Value (EV) is the middle variable between project schedule and cost, which is used to monitor both schedule and cost of project performance. The thesis focuses on Earned Value Management of programs in order to standardize the process, technology, software and methodology. In the meantime, program management is from strategic point of view, which is not the same as project management. In the global offshore engineering field, most Chinese enterprises just start a journey in EVM whereas their western counterparts already have more than 20-year experience in application. The writer do hope program EVM practice in Company B could provide valuable reference and lesson learned for local offshore engineering enterprises. On the basis of program management theory and EVM methodology, the thesis focuses on study of program EVM process and framework. The main sections of this thesis are: First of all, it focuses on the uniqueness of Earned Value Management in offshore programs. Then it indicates the process and influence factors of Earned Value Management in offshore programs. What’s more, it establishes the framework of Earned Value Management in offshore programs. In addition, it states the methods of planning, tracking, analyzing of Earned Value Management in offshore programs. Finally, it lists the supporting elements of Earned Value Management in offshore programs, which includes program governance organization, information system and EVM procedures. Taking offshore engineering program as an example, the writer makes a study on program EVM, including planning, tracking, analyzing and performance measurement. Two (2) software are applied in the study. One is Primavera 6 from Oracle and the other is Project Management Platform developed by Company B.
