中文摘要:区域开发平台公司,是应国家相关制度要求,地方政府不可直接进行城市、地区的基础设施建设开发投资而成立的经营性实体。 除了常见的具备政府属性的城市建设投资类公司,还包括非地方政府实际控制的其他国有企业区域开发建设类公司,这类公司与政府的关系、运作模式、融资渠道等与一般城市投资建设类公司有所区别,但依然承担着部分政府职能,政企不分,没有建立相应的发展战略,存在着诸多问题和弊端。区域开发平台公司大部分不具备盈利能力,由于其主业具备政策特殊性,往往大量举债融资,如今则面临着巨大的资金压力。为了实现自我造血,区域开发平台公司必须采取市场化运作,因此有必要制定科学合理的发展战略。 本文对TD公司进行了研究,以PEST分析和波特产业竞争分析对其一般环境和竞争环境等外部环境进行了分析,以经营模式、企业资源、企业能力分析等方法对内部环境进行了分析,认清了企业所处的外部环境以及内部因素,明确了企业作为区域开发公司面临的问题。在外部、内部环境分析的基础上,归纳总结出TD公司的优势、劣势以及面临的机遇、威胁,通过构建SWOT模型进行综合分析。本文明确的提出了TD公司未来的指导思想、战略目标和具体规划,制定了总体发展战略,即采取多元化的发展战略,改变非营利性成本中心的现状,实现市场化经营。本为TD公司选择了合适的战略组合发展方向,并提出了多元化业务战略的设计思路。 本文最后从政企合作、组织架构、投融资体系、经营业务模式、人力资源体系等方面提出了具体的保障措施以确保TD公司的发展战略能够顺利实施。 
英文摘要:The regional development platform company is a city construction and operation company established in accordance with national policy requirements. Different from the city investment companies, other state-owned enterprise regional development and construction companies, the relationship with the government, operation mode, financing channels, etc. are relatively unique. The ones which still bear some government functions, did not establish a corresponding development strategy, had many problems and drawbacks. Most of the regional development platform companies do not have profitability. Due to the special main business, they often borrow a large amount of debt financing, and now they face enormous financial pressure. Regional development platform companies must adopt market-oriented operations in order to revolve funds, so it is necessary to formulate a scientific and rational development strategy. This thesis has carried out research on TD company and has analyzed general environment and competitive environment by PEST analysis and Five Forces Model, and has analyzed the internal environment by business model, enterprise resources and enterprise capability analysis. On this basis, it sums up the advantages and disadvantages of TD company and the opportunities and threats it faces. This thesis puts forward the guiding ideology, strategic goals and specific plans of TD company and formulates the overall development strategy. Through the comprehensive analysis of SWOT model, it chooses the right development direction for TD company. At the end of the thesis, specific safeguard measures are proposed from the aspects of government-enterprise cooperation, organizational structure, investment and financing system, business model, and human resources system to ensure that TD's development strategy can be implemented.
