中文摘要:科技创新是当前和未来我国长期发展的重要战略核心,是我国建设科技强国的必经之路。《我国国民经济和社会发展十三五规划纲要》明确指出,“坚持创新是引领发展的第一动力,把创新摆在国家发展全局的核心位置,以深入实施创新驱动发展战略、支撑供给侧结构性改革为主线,全面深化科技体制改革,大力推进以科技创新为核心的全面创新”。 科技创新是建设现代化中国经济体系的重要战略支撑,也是引领未来发展的第一驱动力。是否可有效的掌握核心技术,引领新时代的科技创新潮流,是能否实现建设科技强国的战略目标,完成中华民族的伟大复兴的基本因素。新形势下要求我们要坚持走科研创新道路,树立建设科技强国的责任感,加快推动科技创新战略的实施。 本文以轨道交通装备制造业中龙头企业S公司为实例,采用近十年来S公司真实的经营数据,对S公司科研管理现状以及科技创新绩效评价体系进行研究。通过研究可以看出,近年来S公司科研管理日趋完善,能够有效的为公司科技创新绩效提供相应的基础保障及过程支撑,同时,S公司研发创新绩效产出评价指标的设置在一定程度上可有效反应S公司研发创新绩效情况。但目前S公司研发创新绩效评价指标的设置存在问题:忽视研发创新过程评价;过于关注短期经济效益;将研发投入与研发创新绩效产出相混淆。针对S公司研发创新绩效评价体系存在的问题,提出研发创新绩效评价体系的优化设计方案,并提出相应管理建议。整篇文章共分为六章,分别为引言、相关理论回顾、S公司研发创新绩效评价及存在问题、S公司研发创新绩效评价指标优化设计、S公司研发创新绩效评价优化实施与保障及研究结论与展望。 
英文摘要:Scientific and technological innovation is an important strategic core of China's current and future long-term development and an inevitable way for China to build itself into a scientific and technological power. The national economic and social development in our country much starker choices-and graver consequences-in planning outline clearly pointed out that "insist on innovation is leading the first motive force in the development, the innovation in the core of national development, to further implement the strategy of innovation driven development, support of supply side structural reform as the main line, comprehensively deepen science and technology system reform, promote the comprehensive innovation of science and technology innovation as the core". Scientific and technological innovation is an important strategic support for building a modernized Chinese economic system and the first driving force for future development. Whether the core technology can be effectively mastered and the trend of scientific and technological innovation in the new era is the basic factor for the realization of the strategic goal of building a scientific and technological power and the great rejuvenation of the Chinese nation. Taking of the new circumstances, we are required to stick to the path of scientific research and innovation, establish a sense of responsibility for building a strong country in science and technology, and accelerate the implementation of science and technology innovation strategies. Taking the leading enterprise S company in the rail transit equipment manufacturing industry as an example, this paper adopts the real operating data of S company in the past decade to study the status quo of scientific research management and scientific and technological innovation performance evaluation system of S company. It can be seen from the research that the scientific research management of S company has become increasingly perfect in recent years, which can effectively provide the corresponding basic guarantee and process support for the company's scientific and technological innovation performance. Meanwhile, the setting of the performance output evaluation index of S company's scientific and technological innovation can effectively reflect the scientific and technological innovation performance of S company to some extent. However, there are problems in the setting of the performance evaluation index of S company's scientific and technological innovation at present: ignoring the evaluation of the scientific and technological innovation process; Focusing too much on short-term economic benefits; Confuse research and development investment with scientific and technological innovation performance output. Aiming at the problems existing in S company's performance evaluation system of scientific and technological innovation, the optimization design scheme of the performance evaluation system of scientific and technological innovation is proposed, and corresponding management Suggestions are proposed. The whole paper is divided into six chapters, which are introduction, relevant theoretical review, S company's performance evaluation of technological innovation and existing problems, optimization design of S company's innovation performance evaluation index, optimization implementation and guarantee of S company's performance evaluation of scientific and technological innovation, and research conclusions and prospects.
