| 中文摘要: | 摘要随着我国化工行业的迅速发展,危化品物流需求越来越多,但由于产品本身具有的危险性质,一旦在流通和保管过程中发生安全事故,引发火灾、爆炸、中毒、环境污染等重大事故,极易造成严重的经济损失、人员伤亡和社会影响。由于近年发生的包括天津港8.12爆炸事故在内的危化品事故,政府和社会公众对危化品非常敏感,甚至谈危色变。本文在研究国内外危化品物流风险管理理论和实践的基础上,阐述了国外发达国家对于危化品物流先进的管理理念和方法,所进行的大量有针对性、系统性的研究,当前我国在危化品物流管理中所存在的突出问题及相关研究方面的现状。通过查阅相关文献和所在公司的文件、资料,确定了以从事第三方危化品物流的S公司为研究对象,通过对该企业的历史发展、业务现状、运营资源等作详细梳理,以企业在安全管理方面的特点和所存在的问题作为突破点确立了研究方向。作者从S公司的业务流程和作业环境出发,根据风险的成因和来源,构建起企业风险控制评价指标。通过深入作业现场,较为全面地识别出其中存在的关键风险源,并进行整理和分析。利用AHP层次分析法对S公司风险源的重要程度进行排序,使用指标评分法和危险作业条件评价法对S公司安全生产总风险进行评价和对三级指标危险等级进行分类。根据危险源分级采取不同的控制及改进措施,包括直接控制方式、间接控制方式和补救措施,并从资源投入、安全生产组织机构建立等多方面保证控制及改进措施的顺利实施。最后讨论了S公司风险控制所取得的实际效果,体现了该公司的风险控制水平的提升,为其他同类企业提供了风险管理的思维和方法作为参考和借鉴。通过本文的研究,创新点主要体现在两个方面:一是建立起了较为全面的危化品物流企业风险控制评价指标,并进行综合的风险源辨识和评价;二是提出在风险源控制方式中,补救措施即应急管理的重要性,结合实际提出了预案建立与实施的具体流程。 | |
| 英文摘要: | With the rapid development of China's chemical industry, the demand for hazardous chemicals logistics is increasing. However, due to the dangerous nature of the product itself, once a safety accident occurs in the process of circulation and storage, it will cause major accidents such as fire, explosion, poisoning, environmental pollution and so on. The accidents can easily cause serious economic losses, casualties and social impacts. Because of the accidents of hazardous chemicals including the Tianjin Port 8.12 explosion accident in recent years, the government and the public are very sensitive to hazardous chemicals, and even afraid to talk about them. On the basis of studying the theory and practice of risk management of hazardous chemicals at home and abroad, this paper expounds a large number of targeted and systematic researches on the advanced management concepts and methods of hazardous chemicals logistics in foreign developed countries, and discuss the outstanding problems in the management of hazardous chemicals logistics and the status quo of related research. By referring to relevant researches and documents of the company, it is determined that S Company, which is engaged in the third party dangerous chemicals logistics, is taken as the research object. Through detailed analysis of the company's historical development, business status, operational resources, etc., the company's safety management characteristics and existing problems are taken as a breakthrough point in this paper. According to the business process and operating environment of S Company, the author builds an enterprise risk control evaluation index based on the causes and sources of risk. Through in-depth job site, the key risk sources existing in it are more comprehensively identified, collated and analyzed. The AHP analytic hierarchy process is used to rank the importance of S company's risk sources. The index scoring method and the dangerous operation condition evaluation method are used to evaluate the S company's total safety production risks and classify it into the three levels. Different control and improvement measures are adopted according to the classification of hazard sources, including direct control measures, indirect control measures and remedial measures, and smooth implementation of control and improvement measures is ensured from various aspects such as resource input and establishment of safety production organizations. Finally, the actual effects of S company's risk control are discussed, which reflects the improvement of the company's risk control level, and provides risk management thinking and methods for other similar enterprises as reference and reference. The innovation points of this paper are mainly reflected in two aspects: firstly, the risk control evaluation index of the dangerous chemicals logistics enterprise is established, and the comprehensive risk source identification and evaluation are carried out; secondly, the risk source control measures are put forward: remedial measures are the importance of emergency management, and the concrete flow of the establishment and implementation of the plan is put forward in combination with the practice. | |
