中文摘要：	随着全球气候变暖形式的不断加剧，以及我国北方面临的环境压力逐渐增大，世界各国都已经逐步意识到到减少化石能源应用、加快新能源发展的重要性。风力发电作为新能源发电资源中为人们应用最为成熟、广泛的资源，在其中起着重要的作用。我国的风力发电发电行业经历了技术引进、消化吸收等阶段后，已经进入了自主创新的阶段，为我国风力发电成本的逐渐降低，乃至平价售电上网提供了重要支持。风力发电行业的发展离不开国家政策的支持，行业内的各类企业也在其中发挥的重要作用。 项目投资决策是风力发电企业最重要的决策内容之一，投资与否和投资方案的选择不仅影响后续项目的运营，更关系着项目投资的成败。投资决策流程、机制及投资方法的不断优化是确保企业在市场中保持长期竞争力的重要条件。企业投资流程、机制需要不断根据自身条件和外部条件进行调整，以确保适应市场环境；投资方法则不仅涵盖了投资决策流程、机制中不断反馈出来的问题，也包含了收益率这一重要的财务指标，不断根据外部限制条件优化企业投资方法是企业持续取得企业收益率的前提。 本文针对JN企业在风力发电投资项目的投资决策流程中的几个关键程序，找出该企业投资决策流程及投资标准判断中需要优化的部分；通过定性分析指出项目原有的投资决策机制中与当前市场不相符的关键之处，并提出科学、合理的优化方案；通过定量研究，明确投资决策方法中各因素对项目投资决策的重要作用，揭示项目决策输入变量的不同作用形式对于项目投资收益率的重大影响。最终，通过J省某风力发电项目进行实例分析，对利用优化前后的投资决策过程进行比较，为企业提供更为科学、合理的决策流程、机制和方法。
英文摘要：	With the increasing global warming and the increasing environmental pressure in northern China, everybody has realized the importance of reducing the application of fossil energy and accelerating the development of renewable energy. Wind power, as the most mature and extensive resource of new energy power generation, plays an important role. Chinese wind power industry has entered the stage of independent innovation after the technology introduction, digestion and absorption, providing important support for the reduction of the cost of renewable energy power and even the same price with traditional power. The progress of wind power industry cannot be achieved without the support of government’s policies and all enterprises. Investment decision is one of the most important decision for an enterprise. It not only affects the operation of subsequent projects, but also affects the success or failure of the project investment. Continuous optimization of investment decision-making process, mechanism and investment standards is important to keep competitiveness in the market. The investment process needs to be constantly adjusted according to the external conditions. The investment standards cover the problems in decision-making process and contain the important financial index of rate of return (IRR). This paper aims at several key procedures of wind power investment decision-making process in JN enterprise and finds out the key points that need to be optimized. Point out the inconformity with the current market in the investment decision-making process through qualitative analysis and optimize them. Through quantitative research, the investment standards in project investment decision is clarified and optimize the standards for financial model. Finally, through the wind farm investment case in J province, the optimized investment decision scheme is verified.
