中文摘要：	近年来，由于我国工程建设企业在国内的生存环境变得十分严峻,越来越多的工程公司认识到参与到国际工程项目开发与实践的必要性。另外，在中国“一带一路”政策的大力支持下，我国企业参与国际工程项目的条件也不断成熟。我国企业目前参与的国际工程承包主要集中在第三世界国家，他们的共性特点是资金不足，融资实力被严重制约,以投资、融资带动工程承包建设逐渐成为海外工程项目的必经之路。在投标大型的国际工程项目时，承包商的融资实力和设计融资方案的水平会极大影响中标与否。因此，如何提高融资能力对一个企业的发展至关重要。 本文从中国能源建设集团天津电力建设公司（天津电建）的角度出发，站在承包商的角度，对国际工程项目承包融资进行研究。研究案例为天津电建在2018年与巴基斯坦宝沃水泥有限公司（PCL）签订的以EPC（Engineering, Procurement, Construction）总承包的方式在巴基斯坦宝沃水泥厂建设余热发电项目。 本文在研究了融资的相关理论的基础上，结合项目合同范围、巴基斯坦国别大背景和业主公司的具体情况，对项目具体情况做出了客观的分析，从而发现融资存在的一些问题。然后进一步研究，分析出了这些问题的产生原因。在发现问题、分析问题的基础上，针对问题提出了切实可行的解决办法，设计出较为切实可行的初步融资方案。最后，经过天津电建和业主的不断协商，双方终于达成一致，成功签署了巴基斯坦宝沃余热发电项目合同备忘录。 本文通过对宝沃余热发电项目融资不足之处并且所得经验的总结，得出了研究结论。国际工程项目融资尽管有诸多困难，但对于中国工程建设企业来说时至关重要的，一个好的融资方案，不仅能够保证工程项目的利润，还能展示企业实力，提高谈判地位，为企业在国际市场的在竞争中助一臂之力。 关键词：国际工程项目；融资；出口卖方信贷
英文摘要：	In recent years, the domestic living environment of engineering construction enterprises in China has become very serious, More and more engineering companies realize the importance of participating in the development and practice of international engineering projects. At the same time, the conditions for Chinese enterprises to participate in international engineering projects become mature due to the support of national policies such as "One Belt And One Road". The international project contracting that Chinese enterprises currently engaged in is mainly in the third world countries， which characteristics are insufficient capital and restricted financing strength. In the bidding of some large international projects, the contractor's financial status and financing program designing capacity are often have great influences on whether winning the bid or not. Using investment and financing to motivate project contracting has gradually become the only way for overseas projects. Therefore, how to improve financial ability is very important to the development of a company. This paper is based on the view point of a contractor, which is China Energy Construction Croup Tianjin Electric Power Construction Company (CEEC TEPC), to make research of international project financing. The study case is the project that TEPC signed with Pakistan Power Cement Limited Company (PCL) In 2018 to build the waste heat power generation(WHPG) project in the cement factory of Pakistan via EPC (Engineering, Procurement, Construction) mode. Based on research of the relevant theories of financing, considering project contract scope, background of Pakistan and the actual situation of the project owner and TEPC, this paper makes an in-depth analysis of project situation and finds out some existing problems. Then in this paper, further research are made to analyses the reasons of the problems. Through these procedures, this paper puts forward some practical solutions and designs a financing scheme. Finally, after continuous negotiation between TEPC and the owner, both parties reach an agreement and sign MOE of Pakistan Power WHPG project. This paper analyzes the short comes and experiences of Power WHPG project financing, come to the conclusion. The conclusion is although international project financing facing many difficulties, it is crucial important for Chinese engineering company. A good financing scheme not only ensure the project profits, but also presents the power of a company, strengthen its negotiation force and help company competing in international markets.
