中文摘要: | 近年来随着互联网技术的下沉与普及,其强大的创新能力和渗透能力给金融行业带来了多元化的发展,极大的丰富了增值业务场景,尤其是以信用为基础的衍生服务,已经渗透到了人们生活的方方面面。越来越多的个人消费者在享受信用服务的同时,却忽略了管理信用资产的重要性,社会信用意识形态并没有提高。加之互联网鉴别身份难,隐私安全程度低,信息不对称现象严重,增加了逆向选择和道德风险发生的概率,使信用活动中各方的交易费用成本居高不下,社会资源无法有效配置,而解决这些问题最重要的基础就是征信。 我国个人征信体系建设相对较晚,在借鉴国内外优秀的发展经验之后,中国人民银行征信中心金融信用信息基础数据库已经建立,面向机构的个人征信基础设施和产品服务已经初具雏形,但围绕个人消费者的信用服务体系构建几近空白。从根本上讲,个人征信的信用主体为个人消费者,中国人民银行征信中心构建围绕个人的信用服务体系成为完善的个人征信体系重要的组成部分。 本论文从交易费用理论和声誉理论出发,结合信用意识形态和信用活动相互关系与作用,说明了构建个人信用服务体系以完善个人征信体系的重要性。同时,通过对比分析国内外个人征信体系构建模式的特点与优劣,点明了个人征信机构构建围绕个人消费者的信用服务体系的必要性。然后以中国人民银行征信中心为例,研究分析其个人信用服务体系构建的现状与不足,尤其是在互联网环境下严重落后的个人信用服务体系所带来的危害。最后,结合问题现状及国内外成功的案例经验,针对中国人民银行征信中心如何构建个人信用服务体系以支撑互联网信用活动的问题提出了对策建议及保障措施。 通过对我国互联网环境下个人信用服务体系构建的研究,可以为中国人民银行征信中心构建个人信用管理服务及衍生服务带来新的思路, 补充个人征信体系的不足,为互联网环境下信用活动提供强有力的支撑,保证其个人征信体系能够发挥应有的效力。以帮助消费者管理好个人信用资产,提高信用意识和自我权益保护意识,减少互联网信用活动中逆向选择和道德风险的发生,降低各环节交易费用,优化社会资源配置。与此同时,拥有良好信用的社会环境,才能真正达成普惠金融的目标,使越来越多的消费者享受互联网技术与信用服务所带来的便捷性与红利。 | |
英文摘要: | In recent years, with the decline and popularization of internet technology, its strong innovation ability and penetration ability have brought diversified development to the financial industry, greatly enriching the value-added business scenarios, especially credit-based derivative services, which have penetrated into all aspects of people's lives. While enjoying the credit service, more and more individual consumers neglect the importance of managing credit assets, and the social credit ideology has not improved. In addition, the internet is difficult to identify, the degree of privacy and security is low, and information asymmetry is serious, thus increasing the probability of adverse selection and moral hazard and making the transaction costs of all parties in credit activities remain high. Social resources can not be effectively allocated, and the most important basis to solve these problems is credit reporting. China's personal credit information system construction is relatively late. After learning from the excellent development experience at home and abroad, the national financial credit information database of Credit Reference Center of the People’s Bank of China has been established. The institution-oriented personal credit infrastructure and product services have begun to take shape, but the construction of credit service system around individual consumers is almost blank. Fundamentally speaking, the credit subject of personal credit reporting is individual consumers, and the construction of credit service system around individual consumers has become an important part of the perfect personal credit information system. Based on the transaction cost theory and reputation theory, this paper illustrates the importance of building a personal credit service system to improve the personal credit information system. At the same time, through a the comparative analysis of the characteristics and advantages and disadvantages of the construction mode of personal credit information system at home and abroad, it points out the necessity of individual credit reporting institutions to build a credit service system around individual consumers. Then taking the Credit Reference Center of the People's Bank of China as an example, the current situation and shortcomings of the construction of its personal credit service system are studied and analyzed, especially the harm brought by the seriously backward personal credit service system under the internet environment. Finally, combined with the current situation and successful cases at home and abroad, aiming at the problems of how to construct personal credit service system to support internet credit activities, the paper puts forward some countermeasures and safeguards. Through the research on the construction of personal credit service system under the internet environment in China, it can bring new ideas for the construction of personal credit management service and derivative service of the Credit Reference Center of the People's Bank of China. The deficiencies of personal credit system would be supplemented, strong support for credit activities under the internet environment would be provided, and its personal credit information system will be ensured. The Department can play its due role. The research tends to help consumers manage personal credit assets, improve credit awareness and self-protection awareness, reduce adverse selection and moral hazards in internet credit activities, reduce transaction costs in various links, and optimize the allocation of social resources. At the same time, with a good social environment of credit, we can truly achieve the goal of inclusive finance, so that more and more consumers enjoy the convenience and dividends brought by internet technology and credit services. | |
