中文摘要:随着经济环境的发展变革和管理理论的不断发展,公司的经营管理理念也在不断的进步。在多元化的信息经济时代,公司规模不断扩大,公司业务不断增多,公司越来越重视公司内部绩效评价和绩效管理的作用。科学的绩效评价体系不仅为公司成果的分配提供依据,还推动着公司经营管理效率的不断提高。受历史因素影响,S公司的绩效评价体系目前存在着诸多的缺陷,不能起到科学的战略导向作用,也不能完全适应激烈的市场竞争的环境的要求。 本文在对国内外绩效评价理论查阅和学习的基础上,整理分析了大量相关知识密集型公司绩效评价的实证研究资料。通过对S公司目前的组织结构、经营状况、技术和人力资源状况进行分析,结合公司当前绩效评价的现状,指出公司目前绩效评价所存在的问题及原因。通过对公司进行战略分析,指出公司在绩效评价时所应关注的目标,并对公司运用平衡计分卡进行绩效评价的必要性和可行性进行了分析。通过对公司目前经营活动进行分析,以平衡计分卡为核心,依据关键绩效指标、层次分析法和公司经营管理情况来设置相应的绩效评价的指标、权重和标准值,从而建立起较为完善的绩效评价体系。 本文基于平衡计分卡的四个层级分别设定关键指标,使绩效评价体系能够更贴近于S公司的经营管理现状,有利于其进行更加全面的绩效管理。在绩效评价指标的选择上增加了较多的非财务指标,旨在提高公司内部运行效率,增强公司的创新力和核心竞争力,推动公司人才队伍的建设和公司自身品牌效应的提高。通过对2017年公司绩效评价结果的展示,体现出基于平衡计分卡建立的绩效评价体系对于公司战略管理的导向性,在本公司实施的可行性,并针对绩效评价体系的实施提出了保障性措施。本文通过定量与定性相结合的研究方式,基于平衡计分卡建立起绩效评价体系,旨在能为勘察设计类公司的绩效评价研究提供一定的借鉴意义。 
英文摘要:With the development of the economic environment and the continuous development of management theory, the company's management philosophy is also constantly improving. In the era of diversified information economy, the scale of enterprises has been expanding and the number of business operations has increased, which has made enterprises pay more and more attention to the role of enterprise performance evaluation and performance management. The scientific performance evaluation system not only provides a basis for the distribution of enterprise results, but also promotes the continuous improvement of the efficiency of business management. Affected by the historical factors of state-owned enterprise units, S company's performance evaluation system currently has many defects, can not play a scientific strategic guiding role, and can not fully adapt to the requirements of fierce market competition environment. On the basis of studying the performance evaluation theories at home and abroad, this paper reviews the empirical research data of performance evaluation of knowledge-intensive enterprise, and analyzes the current organizational structure、operation status、technology and human resources status of S company. Based on the current situation of performance evaluation, the problems and reasons of performance evaluation are pointed out. Through the strategic analysis of the company, it points out the goals that the company should pay attention to in performance evaluation, and analyzes the necessity and feasibility of the company's performance evaluation using the balanced scorecard. According to the analysis of the company's current business activities, based on key performance indicators, analytic hierarchy process and The current status of the company determines the indicators, weights and standard values of the corresponding performance evaluations , thus establishing a relatively complete performance evaluation system. In the selection of performance evaluation indicators, more non-financial indicators have been added to improve the internal operation efficiency, enhance the innovation and core competitiveness of the enterprise, and promote the construction of the enterprise talent team and the improvement of the corporate brand effect. Through the display of the company-level performance evaluation results, the performance evaluation system based on the balanced scorecard is reflected in the orientation of performance evaluation system to enterprise strategic management, the feasibility of implementation in enterprise, and the implementation of performance evaluation system to put forward safeguards. Through the combination of quantitative and qualitative research methods, this paper establishes performance evaluation system based on the balanced scorecard, which aims to provide some reference for the performance evaluation research of survey and design enterprises.
