| 中文摘要: | 习近平总书记在党的十九大报告中提出了中国发展新的历史方位——中国特色社会主义进入了新时代。党和国家在新时代为国有企业赋予了新的使命,国有企业改革已经成为社会热议的主题词。S市政投资公司作为金融投资型国有企业,在新时代既承载着国有企业光荣历史的重托,又肩负在市场化的环境中拼搏的责任。在激烈的市场竞争中,高素质专业人才成为了公司发展最重要的资源之一。近年来,日益严重的人才流失问题也成为了影响S市政投资公司在改革和转型发展的重要因素。 本文通过对S市政投资公司的数据为根据,利用多种研究方法,以双因素理论、公平理论、激励理论、马奇和西蒙模型、普莱斯模型、莫布雷中介链模型等理论和模型为基础,先对S公司近三年来的人才流失情况进行分析,并得出关于流失趋势的结论。随后通过设计并发放问卷进行调查的方式,收集了现有员工对公司的满意情况的数据,得出了员工最不满意的项目为晋升机制、未来发展、工资收入、业绩考评合理性和职责划分五方面的关键数据。结合公司人才流失的现状特点加以分析,最终找到了人才流失的原因,并突出了解决对策和方案。首先要通过完善公司法人治理结构,作实董事会职能;其次,公司应建立健全考核体系和薪酬制度。对于不同岗位的员工运用不同的绩效管理方式,同时放开工资的上限,充分发挥激励的作用,并通过科学合理的绩效考核体系,实现对于人才贡献的衡量和评定。最后,文章提出应结合S公司自身特点,发展公司特色的人力资源管理方法。一是通过多部门联合轮岗锻炼机制,发挥人才潜能,提升人才能力。二是改革提拔晋升机制。对于晋升提拔不设置年龄限制,充分发挥年轻人的优秀才干。 | |
| 英文摘要: | General Secretary Xi Jinping put forward the new historical orientation of China's development - socialism with Chinese characteristics has entered a new era. The Party and the state have given new missions to state-owned enterprises in the new era, and the reform of state-owned enterprises has become a hot topic in society. S Municipal Investment Company, as a financial investment state-owned enterprise, not only bears the glorious history of state-owned enterprises in the new era, but also shoulders the responsibility of struggling in a market-oriented environment. In the fierce market competition, high-quality professionals have become one of the most important resources for company development. In recent years, the increasingly serious brain drain has become an important factor affecting the reform and transformation of S Municipal Investment Company. Based on the data of S Municipal Investment Company and on the basis of four theories and three models, this paper collects the data of employees'satisfaction with the company by designing and issuing questionnaires and analyzes the current situation and characteristics of brain drain in the company, and finally finds out the reasons of brain drain. And highlights the solutions and solutions. Firstly, the corporate governance structure should be improved to fulfill the functions of the board of directors; secondly, the company should establish and improve the assessment system and salary system. For employees of different positions, we should use different performance management methods, at the same time, we should relax the salary ceiling, give full play to the role of incentives, and through a scientific and reasonable performance appraisal system, we can realize the measurement and evaluation of talent contribution. Finally, we should develop the company's characteristics of human resources management methods combined with the characteristics of the company.
