中文摘要:随着我国国防科技的飞速发展,我国的高科技军品科研生产行业迎来了发展的重要机遇期。2013年十八大通过的《中共中央关于全面深化改革的若干重大问题的决定》,这份文件指出,要在国家层面建立推动军民融合发展的军地协调机制。这意味着,我国开始在军用品行业引入民营资本,允许民营企业进入军工用品领域。在此背景下,作为一家重要的股份合作制高科技军品研发生产企业,ZT公司北京分公司发展面临这外部竞争压力增加、内部制度不够完善的难题。这些问题的存在,促使企业要不断结合行业背景和自身情况进行改革,以更好适应市场环境。绩效管理是组织和企业人力资源管理的过程,企业实施绩效管理能起到重要的作用。对企业而言,绩效管理能提高员工工作的积极性,也有助于建设良好的企业文化,从而为企业创造更多财富。因此提升企业绩效水平十分重要。文章对ZT公司北京分公司绩效考核现状进行了分析,运用平衡记分卡,优化该公司的绩效考核体系,以期能促使员工更积极地服务于公司,为实现公司的战略目标贡献力量。文章的第一章和第二章概述有关研究背景和研究理论,为后文写作提供理论基础。第三章对ZT公司北京分公司的发展与绩效评价进行分析,在全面分析该公司发展及绩效评价现状之后,总结其绩效评价存在的问题。第四章引入平衡记分卡构建ZT公司北京分公司绩效评价方案。这部分先对公司构建绩效评价的必要性进行分析,然后引入平衡记分卡,构建公司的绩效评价方案。第五部分是ZT公司北京分公司平衡记分卡绩效评价方案的应用。这部分内容综合前文分析,从战略目标的确定、分解以及实施等三方面说明公司绩效评价方案,并结合公司管理层以及执行层情况,提出保证绩效方案实施的条件。第六章是全文的总结和展望部分,这部分对全文的内容进行概述,同时也指出本研究的不足之处。 
英文摘要:With the rapid development of China's national defense science and technology, China's high-tech military research and production industry has ushered in an important period of development. The "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reform" adopted by the 18th National Congress of 2013, this document points out that a military coordination mechanism to promote the integration of military and civilian development should be established at the national level. This means that China has begun to introduce private capital in the military supplies industry, allowing private enterprises to enter the field of military supplies. In this context, as an important joint-stock cooperative high-tech military research and development production enterprise, the development of ZT Beijing Branch faces the problem of increasing external competitive pressure and insufficient internal system. The existence of these problems has prompted enterprises to continuously reform the industry background and their own conditions to better adapt to the market environment. Performance management is the process of organization and enterprise human resource management. Enterprise performance management can play an important role. For enterprises, performance management can improve the enthusiasm of employees, and also help build a good corporate culture, thus creating more wealth for the company. Therefore, it is very important to improve the performance level of enterprises. The article analyzes the status quo of performance appraisal of ZT Beijing Branch, and uses the balanced scorecard to optimize the company's performance appraisal system, in order to encourage employees to serve the company more actively and contribute to the company's strategic goals. The first and second chapters of the article provide an overview of the research background and research theories, providing a theoretical basis for later writing. The third chapter analyzes the development and performance evaluation of ZT Beijing Branch. After comprehensively analyzing the status of the company's development and performance evaluation, it summarizes the problems in its performance evaluation. The fourth chapter introduces the balanced scorecard to construct the performance evaluation plan of ZT Beijing Branch.
