中文摘要:在我国,民营企业的发展对当地经济发展影响越来越大,而民办学校也如民营企业一样,对当地教育发展有着极大的影响。民办学校发展在我国还处于起步阶段,各项政策、制度仍未完善,但近年来,国家对社会资本的引入力度大大增强,PPP模式在我国发展迅速,民间资本进入教育事业的趋势不可阻挡,其中《教育规划纲要》提出,各级政府要把发展民办教育作为重要工作职责,大力支持和依法管理民办教育。教育部部长袁贵仁说,民办教育为我们国家教育发展做出了重要贡献,主要是三方面,扩大了教育资源,优化了教育结构,促进了教育改革。但应当看到,民办学校在我国仍处于初级发展阶段,民办学校自身需要完善的地方还很多,相关法律法规仍不健全,已有的制度也有很多没有得到很好的落实。因而,民办学校的发展需要对民办学校进行内部治理,同时,还需要完善民办学校相关法律法规等外部治理。通过对国开教育集团的实地调研及人员访谈,本文要解决的问题是国开教育集团利益相关者诉求满足以及各利益相关者如何能促进国开教育集团各学校的可持续发展,同时也能为中国民办学校健康发展从治理角度提供参考和引领。文章主要研究内容如下:首先,对涉及到民办教育集团概念进行详细界定,如对组织、非营利组织等的概念阐述,同时结合实地调研,对《中华人民共和国民办教育促进法》进行解读。以上述概念及实地调研发现的问题为基础,进行了后续的研究。然后是对民办学校利益相关者治理的相关理论研究,阐述并分析了利益相关者理论、委托代理理论及制度理论。借助上述理论研究,分析了民办学校现状,并总结了民办学校在我国主要的办学模式及未来发展趋势。随后对国开教育集团案例进行展开分析,通过对集团目前的利益相关者治理情况解析,发现了案例存在的一些如民办学校利益相关者诉求得不到满足等问题,随后又对案例提出改进策略及国开教育集团建议治理结构模型,通过模型的建立,阐述利益相关者如何能维护自身诉求,从而促进国开教育集团可持续发展。 
英文摘要:In our country, the development of private-owned enterprises has a greater and greater impact on the local economic development. Private schools, like private-owned ones, have a tremendous impact on the development of local education. In China the development of private schools is still in its infancy, and the policies and systems are still not perfect.However, in recent years, the introduction of social capital by the state has been greatly enhanced. The PPP model has developed rapidly in our country. The trend of private capital entering into education is irresistible. Among them, "Education Planning Outline" proposed that governments at all levels should regard the development of private education as their important job responsibilities and strongly support and administer private education according to law. Yuan Guiren, minister of education, said that private education has made important contributions to the development of education in our country. There are three major aspects. Education resources are overstated, education structure is optimized, and education reform is promoted. However, it should be noted that private schools are still in the primary stage of development in our country. There are still many places where private schools need to be perfected. Relevant laws and regulations are still not perfect, and many of the existing ones are not well implemented. Therefore, the development of private schools needs private schools for internal governance, but also need to improve the private schools, laws and regulations and other external governance. Through field research and interviews with private education groups, the problem to be solved in this article is how to satisfy the demands of private school stakeholders and how various stakeholders can promote the sustainable development of private schools. The main contents of this paper are as follows: First of all, the concept of private education group involved in the definition of a detailed definition, such as the concept of organizations, non-profit organizations, etc., combined with field research, the "People's Republic of China Private Education Promotion Law" be interpreted. Based on the above concepts and the problems discovered in field research, a follow-up study was conducted. Then it is the related theoretical research on the governance of stakeholder in private schools, and expounds and analyzes the stakeholder theory, principal-agent theory and institutional theory. Based on the above theoretical research, this paper analyzes the status quo of private schools and summarizes the main Then it analyzes the cases of the State Education Group and finds out some problems such as unsatisfied aspirations of the non-government school stakeholders after the current governance of the stakeholders in the group. Subsequently, On the other hand, it puts forward the model of governance structure proposed by the State Education Education Group. Through the establishment of the model, it expounds how stakeholders can safeguard their own demands so as to promote the sustainable development of private education groups. Finally, through the case study, we find that the institutional environment has an important influence on the development of private education groups, and corporate governance based on stakeholder perspective is the decisive factor for the sustainable development of private education groups.
