中文摘要：	随着我国经济的发展，人民开始对精神文化方面有了更高的需求，党和国家也越来越重视公共文化服务事业的建设，同时提出公共文化服务均等化的要求，努力发展乡镇公共文化事业，推动了近年来乡镇公共文化事业的发展，而随之形成的乡镇公共文化服务档案越来越多。于此同时，数字档案相关技术的不断发展成熟，在档案工作中应用不断普及。两方面的共同作用使得构建一个乡镇公共文化服务档案管理体系变得可行和富有意义。本文试图构建乡镇公共文化服务档案管理体系。首先，通过对正定县文化局以及乡镇综合文化站的实地调研，了解了乡镇公共文化服务档案管理的现实基础。针对其原始记录数量丰富、办公基础设施建设良好、工作人员档案管理意识良好、档案主要以电子文件的形式存在、非物质文化遗产数量众多的特点。对正定县乡镇公共文化服务档案管理提出了加强电子文件管理、推行单轨制、加强数字照片档案管理、加强非物质文化遗产项目传承人档案管理的建议。其次，基于前期的研究，同乡镇档案工作人员的访谈，设计并发放回收了《乡镇公共文化服务档案管理体系调查问卷》，通过探索性因子分析并检验了信效度之后，构建出了由支持体系、档案数字资源体系、档案开发利用体系、档案安全体系四个子体系构成的乡镇公共文化服务档案管理体系。最后重点分析了档案数字资源体系、档案开发利用体系、档案安全体系三个子体系面临的问题及对策。
英文摘要：	With the development of our economy, people begin to have higher demand for spiritual culture . The party and the state have also paid more and more attention to the construction of public cultural services. At the same time, the requirements of the equalization of public cultural services have been put forward to develop the public cultural undertakings in villages and towns, and the development of public cultural undertakings in villages and towns has been promoted in recent years. There are more and more archives of township public cultural services. At the same time, the technology of digital archives is developing and maturing, and is applied in archives work. Two aspects of interaction make it feasible and meaningful to build a township public cultural service archives management system. This paper tries to build archives management system of township public cultural service. First, through the field investigation of the Zhengding County Cultural Bureau and the township comprehensive cultural station, the realistic foundation of the township public cultural service archives management is understood, and the suggestions for the management of the public cultural service archives in Zhengding County are put forward. Secondly, based on previous research, interviews with archival staff of township and townships, the design and distribution of a questionnaire for the “Public Cultural Service Management System for Townships and Townships” has been adopted. After exploratory factor analysis has examined the reliability and validity, support has been established. The system of archival management of township public cultural services consisting of four subsystems: support system, archive digital resource system, archives development and utilization system, archive security system. Finally, the problems and countermeasures faced by the three sub-systems of archives digital resource system, archives development and utilization system, archives security system are analyzed.
