中文摘要：	人力资源产业园是个新鲜的事物，是当前经济社会发展的产物，针对人力资源产业园项目理论研究，特别是建设管理模式研究论述很少。本文采用文献研究法、案例研究法、管理调研法，运用项目和项目管理理论，对BIDCHR产业园兴起、发展、管理作了研究，特别是建设管理模式及理论作了详尽的梳理研究和归纳。对项目管理模式构成要素项目决策、管理主体、项目建设实施、项目监督评估，进行了深入研究阐述。对BIDCHR产业园项目建设管理独特性，如项目集成特性、建设特性、管理特性等作了专门分析。还对产业园项目组织架构、保障措施等进行了研究。通过研究发现，BIDCHR产业园通过“政府+市场”共建模式，在三级管理组织架构和管理团队领导组织下，项目得到了有效发展，项目影响力有所扩大。但总体上BIDCHR产业园目前处于发展初期阶段，项目集成能力较低，服务的层次和技术含量偏低，综合竞争力相对较弱；还面临着项目支撑体系不健全、管理体制不明确等一些亟需解决的体制机制问题。本文根据客观结论结果提出了项目改进方案，如加强项目规划设计、组织改进、健全产业园管理体制、优化产业园服务机制等，为促进该产业园更为顺利健康发展提供参考，这也为其他产业园建管指出一些发展方向。
英文摘要：	Human resource industrial park is a new concept, the outcome of current socio-economic development. The theoretical research is limited in terms of human resource industrial park project, especially its mode of construction and management. By adopting approaches of literature research method, case study method, management survey method, and project management theories, this article researches the BIDCHR industrial park in terms of its emergence, development and management style; explicitly analyzes and summarizes the mode of construction and management, and its related theories; conducts in-depth illustration on the main elements of project management, such as project decision making, management principal, implementation of project construction, and project supervision and evaluation; particularly analyzes the uniqueness of BIDCHR industrial park constructive management according to its project integration, special construction, and special management. At the end, this paper contributes to the research on the safeguard of the industrial park including organizational guarantee, strategic guarantee and related service guarantee. It is found that under the joint mode of ‘government & market’, the structure three-level management, and the leadership of management group, the BIDCHR industrial park has effective development and expanded influence. However, in general, the BIDCHR industrial park is currently in the early stage of development with low capability of project integration, low level of service and low technical skills, which makes it less competitive. In addition, some systematic and mechanistic issues urgently need to be addressed, such as incomplete project support system and ambiguous management mechanism. Based on the results of research and analyses, this article puts forward a series of measures for project improvement, such as how to enhance project design and planning, improve organizational development, complete management mechanism of the industrial park, and optimize the service system. These recommendations provide references to ensure that the BIDCHR industrial park develops more smoothly in a healthy way, and to points out the directions for other industrial parks in terms of their construction and management.
