中文摘要：	随着我国经济的快速发展，冷链物流产业得以飞跃发展，作为冷链物流系统高级节点的冷链物流园区应运而生。各省市纷纷出台相关政策，并积极规划建设冷链物流园区。天津做为“一带一路”上连接东北亚地区和我国市场的重要陆路走廊，及北方唯一一个自贸区，逐步成为冷链物流产业聚集区。滨海新区在北部地区规划建设了天津市中心渔港冷链物流园区。在近几年的建设运营中，受市场、经济、政策及自身条件等因素的影响，问题逐步显现出来，大大制约了园区的发展。本文通过对中心渔港冷链物流园区发展的现状分析及风险识别，提出相应的对策，以促进园区的长期健康发展。本研究以天津市中心渔港冷链物流园区项目为例，通过对项目管理、项目风险管理、风险识别及风险度量等相关理论进行了一系列的研究，并且结合天津市中心渔港冷链物流园区项目的独特性及其在发展中面临的问题和问题成因进行分析，从而对项目的风险进行一一识别，找出项目风险所在，而后对项目不同阶段的风险进行了度量，理清了风险管理的先后次序。最后运用现代管理学理论，根据针对天津市中心渔港经济区项目实际情况给出应对建议。本文通过对天津市中心渔港冷链物流园区的研究，找出项目风险所在并制定风险应对措施，为天津市中心渔港冷链物流园区项目的风险管理提供更好的理论借鉴和现实应用。 关键词：冷链物流园区；项目管理；项目风险管理；风险识别；风险应对
英文摘要：	With the rapid development of China's economy, the cold chain logistics industry has developed rapidly. As the advanced node of cold chain logistics system, cold chain logistics park arises at the historic moment. Provinces and municipalities have issued relevant policies, and actively plan to build cold chain logistics parks. An important road corridor of Tianjin as "The Belt and Road" on the connection of Northeast Asia and the Chinese market, and the only one in the north area, gradually become the cold chain logistics industry gathering area. Binhai New Area planned and constructed the cold chain logistics park of Tianjin Marina Bay Cold Chain Logistic Park in the northern area. In the course of construction and operation in recent years, the problem has gradually emerged from the influence of market, economy, policy and its own conditions, which greatly restricts the development of the park. Based on the analysis of the development status and risk identification of the cold chain logistics park of Tianjin Marina Bay Cold Chain Logistic Park, this paper puts forward the corresponding countermeasures to promote the long-term healthy development of the park. This study takes Tianjin Marina Bay Cold Chain Logistic Park project as an example, through the research and analysis of the project management, risk management, risk identification and risk measurement theory, and combined with the uniqueness of Tianjin Marina Bay Cold Chain Logistic Park and the causes of the problems in the development are analyzed, so as to identify the risk of the project one by one. Then measure the risk of different period of this project. Finally, applying modern management theory, put forward corresponding management countermeasures for each item risk in Tianjin Marina Bay Cold Chain Logistic Park. Through the study of Tianjin Marina Bay Cold Chain Logistic Park, find the risks in the project, and take relevant measures to prevent them. Through the above research, we can provide a better theoretical reference and practical application for risk management of Tianjin Marina Bay Cold Chain Logistic Park.
