中文摘要：	国家经济高速发展，必然需要有一个强大的军队做支撑。现代战争不在是传统意义上直接接触，采用人海战术的对抗，而是采用高科技武器装备实现远距离非直接接触的局部战争。先进的武器装备直接反映了一个国家的国防能力，军队的战斗力。近些年，国家不断加大军费投入，主要用于先进武器装备的研制、生产和制造，不断提升国防科技发展水平。国防科技的发展水平直接反映了一个国家科技发展水平，是国家经济、科技、军事、文化发达与否的重要标志，是科学技术与工业成就的高度综合。国防领域是随着大量国防项目实施和完成而逐步向前发展的。每一个国防项目都是一个庞大的系统工程，从项目的预研、论证、设计、试制、定型、试用、生产、使用、维修、退役等各个阶段都可以分解成很多个子项目。项目管理在我国国防科技领域应用的并不是很充分，因此，将项目管理知识体系引入到国防项目里尤为重要。 国防项目有其特殊性，如知识高度密集，技术高难度，存在较大不确定性和风险等。根据项目管理知识体系指南内容，项目管理涉及十大知识领域，关键控制点是进度、质量和成本三个方面，及其相互之间的关系。我国国防科技发展现状是研制资金相对宽裕且成本得到了有效控制，建立了相对完善的质量管理体系，但是项目的研制过程管理水平相对落后，因此研制项目的进度管理在国防项目研制实施过程中尤为重要。 本文作者结合项目管理知识和自身工作实际，首先介绍论文研究的背景和意义，介绍项目进度管理的基本概念，然后分析我国国防项目研制过程基本情况和影响项目进度控制的因素，随后提出进度控制的方法，并形成国防项目研制进度管理体系。以某新型军用通信设备研制为案例分析，检验形成的项目进度控制体系在国防项目中有效性。最后给出结论和进一步研究的建议。本篇论文的创新性主要是结合国防项目自身特点，找到合适管理方法，将项目进度管理的方法引入国防项目研制管理领域，并形成管理体系，这对我国国防新型武器装备研制过程管理有较大启发和参考意义。
英文摘要：	The rapid development of the national economy, necessarily need the strong support from the army. The modern warfare will not be direct contact in the traditional sense or the close fighting between thousands of soldiers. It will be the local war without direct contract,using the advanced military hardware. Advanced military hardware is the defense capacity of the country,and also is the battle effectiveness of the army. In recent years, the increasing military expenditure from the governmentis mainly used for the development and production of the advanced military hardware, in order to improve the level of the national defense science and technology. The level of the national defense science and technology directly is equal to the level of the development of the national science and technology, and also is an important symbol of the national economy,technology, military affairs and culture, and also is a highly integration of the science and technology achievements. The field of national defense goes forward step by step, along with so many national defense projects implemented and completed. Every national defense project is a huge system engineering. One project can be divided into several sub projects by the phase of beforehand, research, demonstration, design, trial-produce, finalized the design, probation, produce, use, servicing, retiring. Because of the project management used deficiently in the field of our national defense, it is important to introduce the knowledge system of the project management into the national defense project. The national defense projects have the particularity of knowledge-intensive, technologyof high difficulty, big uncertainty and risk. According to the content of knowledge system of the project management the project management relate to 10 fields of the knowledge, and the key of them is the progress, quality, cost, and the connection of them. The present situation of development of our national defense science and technology is that they have enough bankroll, and the cost is effectively controlled,and they have established a relatively perfect quality management system. But the level of the development process relatively laggard. So it is important to improve the management of process into the development process of the national defense project. The content of this thesiscomes from the author’s practical work and the project management.At first,the author introduces the back ground and significance of the thesis ,introduces the basic concept of progress,then analyses the fundamental state of the development process of ournational defense project. And the effected factor of project progress,then the author proposed the method of progress control,and make the progress management system roundly. Throughthe analysis of the development of a new type of communication equipment for military use,the author verified. The effectiveness of the progress managementsystem of national defense.Finally,the conclusion and suggestions for further research are given.The innovation of this paper is that the author has find out a suitable management method according to the characteristics of the national defense project. The process management of project is introduced project development management into the field of the national defense, and the management system is constituted. It has great inspiration and reference significance to the development of process management of new military hardware for our national defense.
