中文摘要：	随着电力体制改革的不断深入，特别是2015国务院印发《关于进一步深化电力体制改革的若干意见》后，揭开了新一轮深化电力体制改革的序幕。此后，国家发展改革委会同有关部门陆续出台了《关于推进输配电价改革的实施意见》《关于推进电力市场建设的实施意见》《关于推进售电侧改革的实施意见》等一系列配套文件，对输配电价改革、电力市场建设、交易机构组建与运行、发电计划放开、售电主体培育、自备电厂管理等重要改革任务提出了明确要求。站在售电竞争放开、发电竞争放开、增配网放开、成本监管四个维度背景下的电力体制改革对电网企业的经营和发展产生了深刻影响。 本文以A电网公司在改革中面对的挑战和历史机遇为研究对象，以售电竞争放开、发电竞争放开、增配网放开、成本监管四个维度背景下的电力体制改革，分析电网企业发展的战略环境和面临挑战，研究适应电网企业发展的应对策略，实现从“被动”到“主动”的转变。电网公司有必要重新考虑业务战略定位和布局优化，加快发展非监管类业务，完善适应市场竞争的业务管理体制机制，建立“适度管控”的成本机制和灵活的电价机制，推动企业经营模式转型发展。通过梳理影响电力管理体制和经营模式的关键政策。围绕完善公司经营模式、完善公司治理模式和成本机制等关键问题开展综合研究，提出符合深化改革要求、与公司发展相适应的应对策略，优化公司治理结构和治理机制模式，健全法人治理结构、完善治理机制和探索公司转型发展。明确电网企业经营模式完善提升的战略思路，提供一定的参考和借鉴。
英文摘要：	With the deepening of the power system reform, especially after the State Council issued “a number of comments on the further deepening of the reform of the power system” in 2015, a new round of deepening the reform of the power system has been unveiled. Since then, the National Development and Reform Commission and the relevant departments have issued a series of supporting documents,such as “Suggestions on the implementation of promoting the power transmission and distribution pricing reform”、“Opinions on the implementation of promoting the power market construction”、“Suggestions on the implementation of promoting electricity sales-side reform” and so on, to requesting clearly in some reform of power transmission and distribution pricing reform, power market construction, the trading institutions’ establishment and operation, releasing power generation plan, sales subject cultivation, self-provided power plant management,and also to effecting deeply in power the operation and development of grid companies. Standing in sell electricity release, power generation competition let go, do let go of four dimensions, cost regulation under the background of electric power system reform, with the deepening of the power system reform, especially in 2015 the state council issued by the several opinions on further deepening the reform of electric power system, marked the beginning of a new round of deepening the reform of electric power system. Since then, the National Development and Reform Commission with the relevant departments have issued on the implementation opinion "to push forward the reform of distribution electricity price" of the implementation opinions on promoting the construction of electric power market "on the implementation opinion" to push forward the reform of electricity sales and a series of supporting documents, to distribution electricity price reform and electricity market construction, trading organization form and operation, power generation plan let go sell electricity, the main body of the self-provided power plant of cultivation, management, and other important reform task put forward clear requirements, also the operation and development of power grid enterprise has had a profound impact. Research the challenges and historical opportunities faced by A grid company in the reform, and analyzes the key policies that affect the power management system and business model.With competition for electricity sale ,power generation and transmission network all releasing and cost supervision,in four aspects as the background of power system reform,analyzing the strategic environment and facing challenges of electricity grid，researching on coping strategies to adapt to the development of electricity grid,realizing the transition from "passive" to "active" .It is necessary for grid companies to reconsider their business strategy positioning and layout optimization，accelerate the development of non-regulatory businesses，improve the business management system mechanism to adapt to market competition，establish a "moderately controlled" cost mechanism and a flexible electricity price mechanism，then promoting the transformation and development of business models.around the consummation company management system and operation mode, perfecting the mechanism of corporate governance mode and the cost of key problems, such as conducting comprehensive research, proposed meet the requirements of deepening reform, fit with the company development strategy, clear the grid enterprise management model to perfect the promotion strategy,to optimizing corporate governance structure and governance model,improving corporate governance structure and mechanism,exploring the transformation.
