中文摘要:面对日益激烈的竞争、多变的环境以及多元变化的市场需求,企业仅有良好的生产效率、足够高的质量、甚至灵活性已不足以保持市场竞争优势。随着时间竞争和快速反应对企业竞争的日益重要,企业越发需要制定灵活高效的战略,并确保战略的有效实施。而面对高度动态性的环境,传统的战略管理理论的有效性遭到了质疑。项目这种组织结构形式,依靠其快速反应能力、对资源的优化整合能力、学习能力以及前瞻性的探索能力等特征,已成为现代企业的一种重要组织结构形式。战略管理与项目管理的结合成为当今企业管理的趋势之一。 随着企业开展项目的增多,企业内外部环境的复杂性影响着企业战略目标的实现。多项目管理因其战略性、动态性、层级性、集成性的特点成为解决战略管理与项目管理结合困境的有力手段。 现有多项目管理相关理论研究多集中在某些具体的方面,如管理方法的改进,组织结构的变革以及资源平衡等问题上,缺乏系统的关于多项目管理与战略管理的研究框架。 本文回顾、梳理了大量国内外相关文献,对学术界尚定义模糊的相关概念(项目群管理、项目组合管理、多项目管理)进行了概念界定,并辨析了三者的关系,在此基础上分析了企业应用多项目管理保障战略管理有效实施的动因,并对相关研究进行了回顾与分析,通过规范分析,得出多项目管理与战略管理的两个关系基础模型,进而得到基于多项目管理的企业战略管理基本框架。 通过框架分析,本文得到进一步研究方向,并从战略管理的过程角度入手,分析了基于多项目管理的战略环境感知、战略决策、战略实施与控制一个完整的体系内多项目管理的应用过程,其中战略环境感知与战略决策侧重分析了动态环境下多项目管理促进战略环境感知与决策的机理;战略实施与控制的部分,进一步分析了战略实施的重要保障,组织保障与资源优化配置,并探讨了基于多项目特点的企业战略控制的独特性。 
英文摘要:In the face of increasing competition, volatile environment and multiple changes in the market demand, enterprises that only have good productivity, high enough quality, and even flexibility are not sufficient to retain its competitive edge in the market. With the time competition and rapid response being growing important for the competitiveness of enterprises, enterprises need to develop strategy that is more flexible and efficient, and to ensure the effective implementation of the strategy. But being confronted with the highly dynamic environment, the effectiveness of the traditional theory of strategic management has been questioned. Relying on its ability characteristics of rapid reacting, resource integrating and optimizing, learning and forward-looking exploring, the form of project organizational structure has become an important organizational structure of modern enterprises. The combination of strategic management and project management has become one of the trends of enterprise management. With the increasing number of developing projects, the complexity of the internal environment affects the implement of the business strategy goals. Multi-project management during to its characteristics of strategy, dynamics, hierarchy and integration becomes a powerful tool to solve the plight of combining the strategic management and project management. Existing theoretical research of multi-project management is mainly concentrated in certain specific areas, such as improvements in management practices, changes of organizational structure and resource balance etc, lacking systemic research frame work for the multi-project management and strategic management. This paper reviews and cards a great deal of literature at home and abroad, and defines some related conceptions which are yet fuzzy in the academic community, such as project group management, project portfolio management, multi-project management, and then analyzes the relations among them. And based on this, the paper analyzes the agent that the enterprises applies multi-project management to ensure the effective implementation of the strategic management. It reviews and analyzes relevant research, through normative analysis, forms two basic models for the relationship of multi-project management and strategic management, thus to get the basic framework of strategic management of enterprises based on multi-project management. Through frame analysis, this paper comes to the further research directions, and started with the angle of strategic management process, analyzes the application process of multi-project management within system which is based on strategic environmental perception, strategic decision-making, strategy implementation and control of a complete system, the application of multi-project management process, thereinto, the analysis of strategic environmental perception and strategic decision-making focuses on the mechanism of strategic environmental perception and decision-making promoted by multi-project management under the dynamic environment. The parts of strategy implementation and control further analyze the important guarantee of the strategy implementation, the organic safeguards and the optimization of resource allocation, and explore the uniqueness of enterprise strategic control based on the multi-project characteristics.
