| 中文摘要: | 天津城投作为天津市政府基础设施领域的投融资平台,自诞生以来,为天津的经济增长,增加百姓的民生福祉起到了巨大的作用。但就像其他地方政府投融资平台一样,天津城投也存在着运作过程不规范以及过度举债的问题。伴随着“43号文”等一系列限制政府举债规模,要求地方投融资平台转型升级的政策性文件的出台,导致天津城投债务的刚性兑付出现了风险点,天津城投需要改变过去那种主要依靠借债进行项目建设的融资。 本文首先从天津城投及现有融资模式特点入手,进而对其融资模式进行SWOT分析,得出其融资模式转型升级的迫切性和可能性,接下来根据三类不同的项目属性,结合国家当前大力推行混合所有制改革和PPP模式的背景下,为天津城投提出了融资模式转型策略,即推荐经营性板块开展股权融资,准公益性板块开展PPP模式融资,文章最后论述了融资模式转型策略的实施保障。 | |
| 英文摘要: | Tianjin infrastructure investment group, as an investment and financing platform of local government, has played a great role in improving local economy and the life of the people since its establishment. However, just like other platforms of the same functions, Tianjin city investment also has the problem of nonstandard operation and excessive debt lifting. Since the publishment of a series of policy documents , like"43 Article", which restrict the scale of government borrowing and urge the transformation and upgrading of the investment and financing platform, Tianjin city investment has contained a risk point for the rigid payment of debt. Tianjin city investment needs to change the past financing that relies mainly on debt for project construction. This paper firstly introduces Tianjin city investment and its financing mode. Then the paper analyzes the financing mode through the SWOT, getting the urgency and the possibility of the transformation of Tianjin city investment's financing mode. Furthermore, basing on the fact that the state has vigorously pursued the mixed ownership reform and the PPP model, the paper puts forward a transformation strategy of financing mode for Tianjin City investment , according to the three different types of project attributes. It recommends the business sector to carry out equity financing and the quasi public welfare sector to use the PPP model financing. Finally, the paper discusses the implementation guarantee of the financing mode transformation strategy. | |
