中文摘要：	党的十八大、十九大以来，深化国有企业改革，发展混合所有制经济，培育出具有世界一流水平和一流世界竞争力的企业，是新时代党中央对国有企业改革提出的明确要求，指明了改革方向。推动国有企业开展混合所有制改革，有利于加强国有企业市场竞争力，有利于提高国有企业经营管理能力，有利于国有资产保值增值，更有利于盘活市场经济。天津市正处于在本次国有企业改革工作的前沿，为深入贯彻落实党的十八大、十九大会议精神，加快推进国企改革，天津市政府确立了“一二三”国有企业改革思路。 本文以天津市市属集团公司TJHT公司混合所有制改革项目作为选题背景，开展对TJHT公司混合所有制改革项目的风险管理研究。本文首先对当前社会环境和公司自身情况进行了大致介绍，运用项目风险管理的理论和方法，全面识别TJHT公司混合所有制改革项目各阶段可能出现的风险要素，并对识别出的风险进行度量，根据风险度量结果，结合TJHT公司自身特点，研究制定出有针对性的风险应对和监控措施。通过对TJHT公司混合所有制改革项目的风险管理研究，提高TJHT公司项目风险正面影响可能带来的收益，降低风险负面影响可能造成的损失，有助于TJHT公司混合所有制改革项目的顺利完成，同样对后续开展国企改革的企业具有一定的借鉴意义。 关键词：国企改革 混合所有制改革 项目风险管理
英文摘要：	Since the party's 18, 19, deepen the reform of state-owned enterprises, developing a mixed sector of the economy and cultivating the enterprises with world-class level and competitivenes are the clear requirements for the reform of state-owned enterprises by the Party Central Committee. Promoting the reform of the mixed ownership of the state-owned enterprises is conducive to strengthening the competitiveness of the state-owned enterprises, improving the management ability of the state-owned enterprises, improving the value of the state-owned assets and increasing the value of the state-owned assets, and being more conducive to invigorate the market economy. Tianjin is in the forefront of the reform of the state-owned enterprises. In order to carry out the party's eighteen and nineteen major conference spirit and accelerate the reform of state-owned enterprises, the Tianjin municipal government has established the "123" reform ideas of state-owned enterprise. This paper takes the mixed ownership reform project of TJHT company of Tianjin municipal group company as the background of topic selection, and carries out the research of the risk management on the mixed ownership reform project of TJHT company. First, we introduced the current social environment and the company's own situation, then we used the theory and method of project risk management to identify the possible risk factors that may occur at various stages of the TJHT company's mixed ownership reform project, and measure the identified risks, last we formulated targeted risk response and monitoring measures according to the results of risk measurement and the characteristics of TJHT company itself. Through the research on the risk management of the TJHT company's mixed ownership reform project, it can improve the possible benefits of the positive impact of TJHT's project risk, reduce the possible losses caused by the negative impact of the risk, and contribute to the smooth completion of the mixed ownership reform projects of the TJHT company, It has a certain reference significance for the enterprises that are going to carry out the reform of state-owned enterprises.
