中文摘要:摘 要 为改善我国空气质量,2015年12月,国务院常务会议决定,在2020年之前,对燃煤电厂全面实施超低排放和节能改造,目前已经投产的火电厂,静电除尘器都不能满足新的环保要求,必须进行设备改造。如何能够按时完成改造,达到国家要求,已经成了各个火力发电公司必须面对的问题。 本论文从介绍火电厂的超低排放背景开始,分析论文的研究目的、实践意义,对论文的基础理论和论文思路作基本介绍,研究探讨可能影响静电除尘器改造项目进度的各种问题,根据这些问题对项目进度的不同影响程度,将他们划分为A、B、C三个等级,分别研究对应的控制方法。而后用创建WBS法将整个项目划分为单独的子活动,研究这些活动之间的相互关系,结合关键路径法找到影响项目的关键活动,帮助管理者更好的控制静电除尘器改造项目进度,并以T发电公司的静电除尘器改造项目为例,分析其进度控制中存在的不足以及借鉴意义。最后给出论文结论,指出研究的不足之处,并提出进一步研究的内容与方向。本篇论文的创新性主要体现在全面研究了火电厂静电除尘器改造项目的整个过程,识别了可能影响项目进度的各种问题,对这些问题产生的原因进行分析,研究出对应的控制方法,指出了项目进度管理应该关注的关键环节和主线,近而为火电厂静电除尘器改造项目进度管理提供一些可供参考的意见或建议。 
英文摘要:Abstract In recent years, with the rapid development of China's economy, environmental problems have become increasingly prominent and become a major problem that threatens the health of the people of our country. In all kinds of environmental problems, air pollution is the first to bear the brunt. In the air pollutants, the emission of flue gas in thermal power plants accounts for a lot of components, mainly dust particles, sulfur dioxide, nitrogen oxide and so on. So how to reduce the emissions of the existing coal-fired power plants as far as possible, not only to ensure the livelihood of the people's livelihood, but also to reduce air pollution is particularly important. In December 2015, the State Council executive meeting decided that before 2020, the full implementation of the coal-fired power plant with ultra low emission and energy saving, to achieve ultra low emission requirements has been put into operation in power plant, the electrostatic precipitator can not meet the new requirements of environmental protection, must carry on the equipment modification. How to complete the transformation on time and meet the requirements of the state has become a problem that the various thermal power companies must face. This paper starts with introducing the background of ultra-low emission of thermal power plants, analyzes the research purpose and practical significance of the paper, introduces the basic theory and ideas of the paper, describes the factors that affect the progress control of the project, and the corresponding methods and Countermeasures for schedule control. Next, taking Tianjin Datang International Panshan Power generation limited liability company's electrostatic precipitator transformation project as an example, it analyzes the shortcomings and reference significance of its progress control. Finally, the conclusions and further research suggestions are given. The shortcomings of this study are pointed out, and the content and direction of further research are put forward. The innovation of this thesis is mainly reflected in the establishment of the schedule management system implementation of electrostatic precipitator transformation project, points out the key link and the main line should pay close attention to the progress of the project management, and provide some reference opinions or suggestions for other electrostatic precipitator retrofit project schedule management.
