中文摘要：	在海洋石油工程行业中，作为“龙头”的设计工作，将贯穿于海洋石油工程项目的全过程，设计质量担负着整个工程质量的基础，因此，设计质量及相关管理工作处于十分重要的地位。本文采用德尔菲专家访谈以及文献分析的研究方法，通过研究海洋石油工程设计项目的特点，找出了海洋石油工程设计项目质量的关键影响因素，并对关键因素进行分类研究后提出了控制方法，最终实现了提高海洋石油工程设计项目质量的目的，帮助设计公司获得更多的经济效益，提升整体海洋石油工程设计能力。本文的研究成果体现在：本文通过研究海洋石油工程设计项目的特点，分析了设计项目质量管理过程中存在的问题，提出了对海洋石油工程设计项目管理的必要性。找出了影响海洋石油工程设计项目质量的关键因素，将关键因素进行了分类，重点研究并提出了对影响质量的内部、外部关键因素的控制方法；本文将海洋石油工程设计项目质量的内部、外部关键影响因素的控制方法应用于恒逸文莱单点石油项目中进行了工程实例研究，提高了工程设计项目质量，从而证明了本文所研究的影响质量因素的控制方法适用于海洋石油工程项目，为其他海洋石油工程设计项目具有很好的借鉴意义。本文的主要创新点在于：本文找出了几乎所有针对海洋石油工程设计项目影响质量的关键因素，并对其进行了分类研究；同时本文针对影响质量的关键因素提出了控制方法；最后本文将海洋石油工程设计项目质量的关键影响因素控制方法应用到了恒逸文莱单点石油项目中来，通过实际工程案例进行验证分析，为研究结果奠定了基础，提高了海洋石油工程设计项目质量。
英文摘要：	The engineering design as a "leader" will run through the whole process of the offshore oil engineering industry, and the design quality bears the foundation of the entire project quality. Therefore, the design quality and related management are in a very important position. Delphi expert interviews method and literature analysis of the research method had been used in this thesis. By studying the characteristics of the offshore oil engineering design project, the key factors which affecting the quality had been identified. And the research proposed control methods had been classified. In the end, this thesis aims to improve the quality of offshore oil engineering design projects, to help design companies gain more economic benefits and to enhance their overall offshore engineering design capabilities. The research results of this thesis are as follows, this thesis analyzes the characteristics of offshore oil engineering design project, the existing problems in the design project quality management process, and puts forward the necessity of offshore oil engineering design project management. The key factors influencing the quality of offshore oil engineering design project are identified, and the key factors are classified. The key influencing factors of quality control are discussed and put forward. In this thesis, the influence quality of the internal and external control methods of offshore engineering design project key factors are applied on Heng Yi-Brunei CALM Petroleum project to carry out engineering case studies to improve the quality of engineering design projects, which proves that the quality control factors studied in this thesis apply to the offshore oil engineering project. It has a good reference for other offshore oil engineering design projects. The main innovations of this thesis lie in, it has been find out almost all the key factors affecting the quality of offshore oil engineering design project and has make a classification research on them. At the same time, this article put forward the control method for the key factors that affect the quality. Finally, the key factor influencing the quality of offshore oil engineering design project is applied on Heng Yi-Brunei CALM Petroleum Project. Through the verification and analysis of actual project cases, the research results are laid a foundation and the quality of offshore oil engineering design project had been improved.
