中文摘要:20世纪80年代伴随着全球新技术革命与知识经济时代的到来,逐步形成了以十大项目专项管理知识为核心的现代项目管理知识体系。其中项目进度管理作为项目管理中重要的组成部分,贯穿于整个项目的始终。油气行业项目具有投资大、影响广以及施工复杂的特点,而油气行业中的海洋石油领域的工程项目,因其安装位置的特殊性导致使其陆地组块建造、海上安装受到施工资源的制约,对于项目执行进度的要求更为苛刻。在此类项目活动过程中,进度控制管理工作通常在整合多方面信息反馈后给出项目的整体进度状态并尽可能提出需要规避消除的负面影响。面临如此苛刻的行为要求,必须建立有效的项目进度管理体系,借助科学的时间管理方法充分发挥其在项目管理中的作用,从而保证项目能按时顺利搭上成功的列车。本文以中海石油(中国)有限公司天津分公司渤海BN油田群综合调整开发工程项目为研究对象,在对项目进度管理现状理论进行深度研究的基础上,结合中海油开发工程现状,从设计的角度切入,详细讨论了BN油田群综合调整开发工程项目设计进度管理所涉及的管理活动。并进一步运用项目管理的思想,从时间先后的角度分阶段分析其中影响设计进度管理的各种因素及其相应的措施,系统性的给出完整的管理体系方案,最终印证其进度管理研究的合理性及有效性。最后,基于作者近年项目设计进度管理工作的实际经验,提出通过标准化系列化的方式促进设计进度管理工作更加便捷有效,总结了本文的研究成果、对海油同类项目的启示以及对接下来研究工作的展望。 
英文摘要:In the 1980s, with the coming of the new technology revolution globally and the era of knowledge economy, the knowledge of modern management system, which centers on the ten special project management knowledge, was gradually formed. Among them, the project progress management is an important part of project management and runs through the entire project. The projects of oil-gas industry own the characteristics of large investment, extensive impact, and complex construction. The land block construction and the offshore installation of offshore engineering project in oil-gas industry is restricted by the construction resources due to the particularity of the installation location, and the requirements for project implementation progress were much more stringent. In the kind of such project activities, the progress control management work usually generates the overall progress status of the project after integrating the information feedback on multiple aspects, and then puts forward the negative impacts which should be eliminated as soon as possible. Facing with such demanding behaviour requirements, the effective project progress management system must be established, and fully used in project management with the help of scientific time management methods, so as to ensure that the projects are successful. This thesis takes the Bohai bay BN Oil fields Comprehensive Adjustment Development Project of CNOOC (China) co. LTD. Tianjin branch as the research object. On the basis of deep research of current theories on project progress management and combines the current situation of development project of CNOOC, from the view of design, the thesis discussed the management activities of design schedule management of the BN Oil fields Comprehensive Adjustment Development Project. Then the thesis uses the idea of project management furtherly to analyse the various factors of the design progress management and the corresponding countermeasures with the view of chronological point, and puts forward the complete management system program systematically. Finally, the rationality and effectiveness of the progress management research was confirmed. In the end, based on the author’s work experience on project design progress management, the thesis proposes that with the help of standardization and serialization methods, the efficiency of design progress management work will be promoted. In the end, the author summarizes the research results of this paper, the inspiration to the similar oil-gas projects and the outlook of following research work.
