中文摘要：	随着我国人民物质生活品质的不断提高，人民对高速铁路、城市轨道交通、市政道路等基础设施的需求日益增长，市政基础设施供给与人民需求之间的矛盾日益突出。如何解决财政资金短缺与人民对基础设施需求之间的矛盾？政府早期多采用BT模式进行建设，滨海站市政配套工程建设最初也采用BT模式。但随着BT模式的广泛应用，也带来政府透支财政承受能力大肆进行基础设施建设，地方债危机突出等诸多问题。于是国家叫停了BT模式，适时的提出了推广政府和社会资本合作（PPP）建设模式，滨海站市政配套工程也将原BT模式转化为政府购买服务的PPP模式。 本文结合滨海站市政配套工程实际，通过理论研究、实例分析、调查分析的方法，对如何转化为PPP模式进行了深入的分析，本文主要做出了以下的工作：对相关理论进行了综述，包括PPP模式的概述及PPP模式国内外研究的现状，从而引出了本文的主要内容：天津滨海站概况、发展历程及存在问题，然后通过对滨海站PPP模式主要问题分析及滨海站项目采用PPP模式的必要性、可行性进行分析，得出滨海站项目采用PPP模式是可行的，并对滨海站采用PPP模式管理方法进行了研究，得出了天津滨海站项目采用PPP模式的管理方法的保障措施，分别从天津滨海站项目采用PPP模式的组织保障、制度保障、合同保障、资源保障等方面进行了探讨，最后对全文进行了归纳总结，提出了论文的主要创新点,并点出了论文的不足和在此基础上给他人再开展后续研究提出了展望。
英文摘要：	As Chinese people see continuous improvement in daily life, they pay ever-growing needs on infrastructures such as high-speed rail、urban rail transit and municipal roads. So the contradiction between municipal infrastructure and people's needs is becoming seriously prominent day by day. How to solve this contradiction? Government had previously adopted BT(Build vs. Transfer), so as Binhai station municipal supporting project did primitively. The widely used of the BT, in the meantime the recklessly infrastructure by local government made its fiscal overdrew, which caused problems arose including debt crisis hit these local places. So our country ceased BT and promoted PPP（Public-Private Partnership）duly. The municipal supporting project of Binhai Station turned to adapt PPP. Based on municipal supporting project of Binhai Station, this thesis discusses theory research, analysis on cases and methods on investigation and research, this paper made the works as below: The relevant theories are reviewed, including an overview of the PPP model and the current status of the PPP model at home and abroad. The main contents of the paper are summarized as follows: the general situation, development history and problems of the Binhai station, and then the analysis of the main issues of the PPP model at the Binhai station. The analysis of the necessity and feasibility of using the PPP model in the Binhai station project shows that it is feasible to use the PPP model for the Binhai station project. The PPP model management method was used to study the Binhai station, and the Tianjin Binhai station project adopted the PPP model. The safeguard measures of the management methods were discussed from the Tianjin Binhai station project using the PPP model of organizational guarantees, institutional guarantees, contract guarantees, and resource guarantees. Finally, the full text was summarized and the main innovation points of the paper were proposed. And points out the deficiencies of the paper and puts forward the outlook for others to carry out follow-up research.
