中文摘要：	随着信息化建设的推进和大数据技术的迅速发展，拥有强大竞争力的数据日益凸显出潜在价值，数据中心的治理逐渐成为政府治理的重要方式，也是创新社会治理的关键手段。“推动国家治理体系和治理能力现代化”是十八届三中全会以来政府自身建设和发展的方向标，《促进大数据发展行动纲要》提出要建立“用数据说话、用数据决策、用数据管理、用数据创新”的管理机制，利用“大数据”实现国家治理、政府治理和社会治理成为大势所趋，也成为电子政务、公共管理领域重点关注的课题。 作为政府宝贵资产的政府数据，蕴含着丰富的管理价值，对优化政府业务流程、提升政府行政效能、实现政府服务精简化、精准化和智能化具有重要作用，“循数决策、依数治理”成为大数据环境下政府治理的新理念。以广东、贵州等省市为代表的政府已率先尝试政府数据治理实践，建立专门的政府数据治理机构，试图通过数据治理解决政府数据重复构建、缺乏标准、管理混乱、利用欠佳等问题，以结构化、有序化的数据为基础增加政府数据的价值密度。然而目前政府数据治理的宏观控制和管理缺乏、政策标准的有效性和针对性不足、政府数据的安全和质量管理欠佳，未形成统一、可复制的政府数据治理框架和实践模式，一系列问题制约着政府数据治理的有效推进和深入发展。我国地方政府数据治理工作正处于起步阶段，国内在此领域的研究较少，建立地方政府数据治理框架对于指导地方政府数据治理实践的开展具有重要意义。 本文采用基于理论的案例研究方法，在成熟的数据治理框架和已有研究成果的基础上提出案例分析框架，对政府数据治理实践不同阶段的两个城市政府开展案例研究。通过文本编码对理论分析框架中的治理目标、治理环境、治理主体、治理域、治理机制和治理效果六个维度进行概念细化，探索政府数据治理的关键维度、核心要素及其关系，构建地方政府数据治理框架。研究还针对政府数据治理实践中存在的治理环境、组织机构、治理机制、治理流程、数据全生命周期管理等问题，提出对策建议。最后，论文讨论了本研究的贡献、研究局限和未来展望。本文共有图10幅，表9个，参考文献91篇。
英文摘要：	With the advancement of informatization construction and the rapid development of big data technology, data with powerful competitiveness increasingly highlight the potential value. Data center governance has gradually become an important way for government governance, and it is also a key means for innovative social governance. “To promote the modernization of national governance system and governance capacity” is the direction of the government's own construction and development since the Third Plenary Session of the 18th CPC Central Committee. The “Outline for the Promotion of Big Data Development” proposes to establish a management mechanism of “using data for speaking, using data for decision-making, using data for management, and using data for innovation", the use of "big data" to achieve national governance, government governance, and social governance has become the trend of the times, and it has also become a focus of attention in the field of e-government and public management. Government data, as a valuable asset of the government, contains rich management value and plays an important role in optimizing government business processes, improving government administrative efficiency, and realizing the simplification, precision and intelligence of government services. "Decision-making, governance by number" has become a new concept of government governance under the big data environment. The governments represented by provinces and cities such as Guangdong and Guizhou have taken the lead in trying out government data governance practices and establishing specialized government data governance institutions. They are trying to solve problems such as repeated data construction, lack of standards, management confusion and underutilization of data through data governance. Structured, ordered data based on increasing the value density of government data. However, at present, the lack of macro control and management of government data governance, the lack of effective and pertinent policy standards, and poor security and quality management of government data do not form a unified and reproducible framework for government data governance and practice models. It restricts the effective advancement and further development of government data governance. The governance of local government data in China is still in its infancy. Domestic research in this field is less. Establishing a government data governance framework is of great significance in guiding the implementation of government data governance practices. This paper adopts a theory -based case study method, puts forward a theoretical analysis framework based on mature data governance frameworks and existing research results, and conducts case studies on two local governments at different stages of government data governance practice. Through text coding, the concepts of governance goals, governance environment, governance entities, governance domains, governance mechanisms, and governance effects are refined in the six dimensions of the theoretical analysis framework. The key dimensions, core elements, and relationships of government data governance are explored to build a local government Data Governance Framework. The study also proposes countermeasures and suggestions for issues such as governance environment, organizational structure, governance mechanism, governance processes, and data life cycle management that exist in government data governance practices. Finally, the paper discusses the contribution of the study, research limitations, and future prospects. This article has a total of 10 pictures, 9 tables, and 91 references.
