中文摘要：	基础设施领域中的污水处理项目，需要政府的政策和资金支持。污水处理项目作为基础设施建设项目中的一个类别，采用PPP模式实施运作项目，其特别之处在于项目吸收了社会资本投资，将资金投入到公共基础设施领域中的污水处理项目，为政府和公共部门解决了资金短缺的问题。污水处理PPP项目的建设需要大量的投资额，投资回收期较长，项目的各类风险因素广泛且存在着相互影响的关系。关于污水处理PPP项目在全生命周期的风险管理是保证项目得以顺利实施的关键性问题。 本文的主要内容是基础设施领域中污水处理PPP项目的风险管理，结合LZ市污水处理厂PPP项目的实际案例，本文将着重对污水处理项目采用PPP模式的全生命周期的风险问题进行分析及其风险管理对策进行深入的分析研究，运用相关的风险管理理论和财务知识，提出相应的建议和措施。本文采用文献研究法、归纳总结法、案例研究法等研究方法进行论述。首先，分析研究了污水处理PPP项目的风险管理体系。其次，在进行风险因素识别时，通过对污水处理厂PPP项目进行分析后，总结得出污水处理PPP项目存在的潜在风险问题，并采取最优的风险分配原则进行风险分配。最后，选取了LZ市污水处理厂PPP项目实际案例，根据案例项目的风险管理现状，指出项目风险管理可能存在的问题，结合污水处理PPP项目的特点和项目的周期阶段，为PPP项目的风险管理提出相关的完善建议。本文总结得出针对项目在筹资阶段、建设阶段、运营阶段的风险问题分析及管理是尤为重要的，为发展污水处理PPP项目的进程提供理论依据，具有实践性的指导意义。
英文摘要：	Sewage treatment projects in the infrastructure area require government policy and financial support. Sewage treatment and environmental protection projects as a category in infrastructure construction projects, the sewage treatment project adopts the PPP model to implement operational projects. It is special that the PPP model is used to implement the operation project, and the project absorbs the social capital investment and invests funds in environmental protection projects for sewage treatment in the area of public infrastructure. Funding shortfalls have been addressed for the government and public sector. The investment construction of sewage treatment projects under PPP model is huge, the investment payback period is long, and the various risk factors of the project are extensive, and there is a relationship of mutual influence. The risk management of the PPP model project in the whole life cycle is a key problem to ensure the smooth implementation of the project. The main content of this paper is the risk management of the sewage treatment PPP model in the infrastructure area, and the actual case of the PPP project of the LZ municipal sewage treatment plant. This paper will focus on the analysis and risk management countermeasures of the entire life cycle of the PPP model for the sewage treatment projects, and put forward some suggestions and measures to use the related theory of risk management and financial related knowledge. This paper deals with the research methods such as literature study, inductive summarization study, case study, qualitative and quantitative analysis. First of all, the risk management system of wastewater treatment PPP project is analyzed. Secondly, in the course of risk factor recognition, after analyzing the PPP model project of sewage treatment plant, recognition concluded the potential risk problem of the PPP project. And take the best risk distribution principle for risk distribution. Finally, the actual case of LZ municipal sewage treatment plant is selected, and the possible problems of project risk management are pointed out according to the risk management status of the case project. According to the characteristics of the sewage treatment PPP project and the cycle stage of the project, some suggestions are put forward for the risk management of the PPP project. This paper also summarizes the risk analysis of the project in the stage of financing, construction and operation. It is practical guiding significance to provide theory for the process of developing PPP model projects.
