| 中文摘要: | 根据统计数据,2013年我国超越日本,成为全球排名第二的医药市场。随着国家开放生育政策,出生率大幅提升;人口老龄化和慢性病的问题逐渐显著,人民群众对药品的需求数量和质量都有所提高。近些年,国家逐渐深化医疗体制改革,并发布了“十三五”国家药品安全规划。伴随着CFDA成为ICH的成员,中国医药行业越来越趋向于国际化。在如此背景下,制药企业亟需提高自身创新能力和研发水平,而如何缩短研发时间争取尽早上市更在激烈的企业竞争中显得尤其重要。本文的研究思路为采用理论联系实际的方法,在应用项目管理及项目时间管理等相关理论的基础上,分析HS公司新药研发项目时间管理的改进动因并提出相应的改进策略及策略实施的保障措施。HS公司是一家重视研发的综合性制药企业,在项目时间管理方面存在一些问题,可以归咎为两个方面,一是研发项目组织结构的限制,二是凭借经验管理。因此,改进策略也是从上述两方面进行优化。公司现有的研发组织结构为职能型不利于项目的横向沟通、进展及最终的完成。优化策略是设置项目管理岗位增加横向沟通,由职能经理兼任,形成交叉扁平的平衡结构。优化项目管理办公室的方案是增设项目管理专家团队来负责建立和维护企业单项目和多项目的管理流程和模板,评估多项目及立项,培训项目团队成员并合理配置、协调公司研发资源等。项目管理过程的优化包括进度计划的制订与优化以及项目进度的控制。因研发项目组织结构中增设了项目经理与项目管理专家团队,因此需要提供相应的人员保障,同时引入科学指数评估激励制度来赋予项目经理一定影响薪酬的权力进而促进项目。优化项目管理过程的保障措施包括培训制度保障和项目会议制度保障。总之,本文旨在分析HS公司研发现状的基础上,通过项目时间管理相关理论在新药研发项目上的应用,使公司新药研发项目的时间管理水平得以提升,进行提升公司的整体研发水平,使HS公司在激烈的医药行业中更具竞争力。 | |
| 英文摘要: | According to analytical data, China’s pharmaceutical market size surpassed Japan’s as the second largest on the globe in 2003. With the government relaxed the birth policy, China’s population has increased rapidly. The population aging trend accelerated and incidence of chronic disease increased gradually. People’s demand for the quantity and quality of medicine has improved. In the recent years, the government has deepened the reform of medical system and released the 13th five-year plan of national medicine safety last year. After CFDA became one of the members of ICH, China’s pharmaceutical industry is trending worldwide. Under this background, pharmaceutical companies need to strengthen the innovation ability and improve the level of research and development. Specially, it is of particular importance to shorten R&D period and launch products as soon as possible facing the serious completion of so many pharmaceutical companies. The research design is to link theory with practice. Analyze improvement motivation of new drug development project time management of HS Company on the basis of application of project management, project time management and other relevant theories. HS is a comprehensive pharmaceutical company. Whereas, there are some problems with project time management which can be described as two sides. One is the limit of R&D project organization structure and the other is experience management. Therefore, improvement strategy should be aimed at the above two points. Current organization structure is functional and the improvement strategy is to set the position of project manager to enhance the horizontal communication of the project. R&D functional manager works part time as project manager to form crossed, flat and balanced organization structure. The scheme to optimize project management office is to add project management specialist group to establish and maintain single and multiple projects management procedure and template, assess multiple projects and approval and initiation of projects, train project participants and allocate and coordinate research and development resources. The optimization of project management process includes planning and optimizing, and controlling stages. Relevant personnel support should be made due to adding the positions of project managers and project management specialist group. Scientific index incentive system should also be introduced to empower project manager to influence the development staff’s performance salary in order to promote the project. Support measures of optimization project management process include training system and project meeting system. In brief, the thesis is aiming to find solutions for improving HS Company’s project management level and increasing the speed of development through application of relevant theory of project time management and analyzing the R&D status of the company. The vision is to keep HS Company competitive among domestic and foreign pharmaceutical companies. | |
