中文摘要:伴随中国经济环境的繁荣和制度环境的完善,人才回流的趋势逐渐扩大。与此同时,政府为壮大人才队伍建设,实施积极的海外高层次人才引进政策。回国的部分海归选择进入企业,在这种背景下,海归人才在促进产业创新、科技进步方面能否发挥作用,即政府的“引智”政策是否有效果,尚需学术界进行充分的论证。 基于此背景,本文研究了海归高管对高科技企业创新绩效的影响。在知识基础观和社会资本理论的分析框架下,本文实证检验了七大高科技行业(计算机、通信和其他电子设备制造业,信息传输、软件和信息技术服务业,医药制造业,航空航天器及设备制造业,生态保护与环境治理业,仪器仪表制造业,科学研究和技术服务业)2011-2016年的数据,得到以下结论:(1)海归高管比例与高科技企业专利申请量显著正相关,同时,海归高管比例与企业主营业务收入增长率显著正相关;(2)在不同高科技行业中,海归高管对企业专利申请量的作用不同,其中,医药制造业、生态保护与环境制造业、计算机、通信和其他电子设备制造业、信息传输、软件和信息技术服务业的海归高管对专利申请量的促进作用明显;航空航天器及设备制造业、仪器仪表制造业和科学研究及技术服务业三个行业中的海归高管在专利申请量上的作用不显著;(3)相比于海外学习背景,海外工作背景更能促进高科技企业专利申请量的提高;(4)相比于担任其他职位的海归高管,担任关键职位的海归高管更能促进高科技企业创新绩效的提高。 本文的结论为政府政策提供了决策依据,建议政府继续开展“引智”工作,加大对海外优秀人才的引入。同时本文为高科技企业有针对性地吸纳和利用海归管理者提供了参考,建议高科技企业在引入海归高管时结合自身行业特点,有针对性地引进,并严格考虑海归人才的海外背景,避免鱼龙混杂现象的出现。  
英文摘要:As the largest emerging market country, China has gradually changed from a brain drain to a brain circulation country. At the same time, in order to strengthen the construction of talents, the government has implemented an aggressive overseas high-level talent introduction policy. In such circumstances, it requires academic support for whether the government's "intellectual introduction" policy has made an effect, ie, whether the returnees can play a role in promoting industrial innovation as well as scientific and technological advancement. Based on the issue above, this paper studies the influence of returnee executives on high-tech enterprises innovation performance, drawing on the sample of high-tech enterprises. Based on the knowledge-based view and social capital theory, this research makes several empirical tests on the sample of seven high-tech industries (pharmaceuticals manufacturing industry, information transmission industry, aerospace manufacturing industry, computer and communication manufacturing industry, scientific research and technology service industry, instrument manufacturing industry, ecological and environmental protection industry), and the data is during from 2011 to 2016. Conclusions are made: (1) There is a significant positive correlation between the ratio of returnee executives and high-tech patent applications/ main business income growth rate; (2) In different high-tech industries, the returnees have different roles in innovation performance; in pharmaceuticals manufacturing industry, returnees effect most significantly, while in aerospace/ science research/ instrument industry, the effect is not significant. (3) Compared with overseas learning background, the returnees' work background can promote significantly the innovation performance of high-tech companies. (4) Compared with non-core executives, core executives of overseas returnees are more likely to promote high-tech innovation performance. The conclusions provide the government support on talent introduction policy and suggestions on high-tech enterprises to specifically absorb managers. The research is innovative in some points: it subdivides the types of overseas executives' positions and their overseas backgrounds. Besides, this research distinguishes the role of returnees from different high-tech industries, which enriches the research on overseas returnees and TMT.
