中文摘要:摘要 早在上世纪60年代,美国通用电气公司质量经理费根堡姆提出了全面质量管理这个概念,它是在传统质量管理的基础上,随着科学技术的发展和经营管理上需要发展起来的现代质量管理,现已成为一门系统性很强的科学。所谓全面质量管理就是“一个组织以质量为中心,以全员参与为基础,目的在于通过让顾客满意和本组织所有成员及社会收益而达到长期成功的管理途径。”作为一种管理思想,全面质量管理概念逐步被世界各国和广大企业所接受,且在运用时各有发展。为了推动全面质量管理在全世界范围内的贯彻、执行,统一质量管理标准,ISO(国际标准化组织)在总结各国全面质量管理经验的基础上,制订了ISO 9000质量管理体系系列标准,质量管理的标准化推动全面质量管理在全世界的推广。我国印发了《关于加强质量认证体系建设促进全面质量管理的意见》,部署推进质量认证体系建设,强化全面质量管理,推动我国经济高质量发展。 本文重点总结了双星集团在全面质量管理中的特色、特点,以双星集团创名牌的发展历程为主线,以双星集团现有质量管理体系建设为样本,围绕质量管理文化理念、以人为本的质量管理思想、依靠科技创新促进质量提升、建立现代化企业管理制度等方面,高度概括、总结、分析了具有双星特色质量管理文化以及取得的成就。重点分析查找在质量管理体系运行、质量意识质量标准、全面质量管理运行模式、实物质量等方面的差距,结合集团现状及质量管理存在问题的,运用全面质量管理的相关理论,围绕质量管理体系健全完善、强化员工质量意识和技能培训、加强信息对接、建立全面质量评价体系等方面,制定《双星集团全面质量管理优化方案》,推动优化方案的贯彻实施,并对优化方案实施后的效果进行重点分析。最后提出本文的主要结论和展望。 本文以双星集团为样本,就处于以手工为主、劳动密集性的传统行业在全面质量管理体系的优化、推广、实施做了初步研究、分析,探讨建立全面质量管理的新模式。  
英文摘要:Abstract In the early of 1960s, Feigenbaum,quality manager of General Electric Company, put forward the concept of total quality management(TQM). TMQ is a modern quality management system based on the traditional quality management. With the development of science and technology, TMQ has become a systematic science. The so-called TQM is a management approach of an organization centered on quality, based on the participation of all its members and aiming at long term success through customer satisfaction and benefits to all members of the organization and society. As a management idea, the concept of TMQ is gradually accepted by all countries and enterprises in the world. On the basis of summarizing the TMQ experience of various countries, the International Standardization Organization (ISO) has formulated a series of standards for the ISO 9000 quality management system, and the standardization of quality management has promoted the popularization of TMQ in the world. China is stepping up efforts to boost the high quality development of Chinese economy by enhancing the quality certification system and quality management, according to the circular “Opinions on Strengthening the Construction of Quality Certification System and Promoting Overall Quality Management” recently released by the State Council. This paper mainly summarizes the characteristics of TMQ in the Double Star Group. The quality management culture and achievements in Double Stars Group are generalized. summarized, and analyzed by taking the developing process of the creating famous brand of the double star group as the main line, taking the existing quality management system of the double star group as the sample, focusing on the quality management culture concept, the people-oriented quality management idea, and relying on scientific and technological innovation to promote quality promotion and construction. According to the quality status of the Double star group, the gap between the quality management system operation, quality consciousness, quality standard, and TMQ operation mode and physical quality are analyzed, the existing problems of the group status and quality management are combined, and the quality management system is optimized by using the related theory of TMQ. To strengthen the staff quality awareness and skills training, to strengthen the information docking and to establish a comprehensive quality evaluation system, "Double Star Group Overall Quality Management Optimization Plan" is formulated. The implementation of the optimization plan and its effect are systematically analyzed. Taking the double star group as the example, in this paper a preliminary study and analysis on the optimization, generalization and implementation of the TMQ in a traditional industry based on manual and labor intensity is carried out, and a new model of the establishing quality management is discussed.
